SUMMARY:

In response to Typhoon Haiyan (locally known as Yolanda), which made landfall on November 8th 2013, the American Red Cross is seeking an experienced Water and Sanitation Delegate to work with our partner, the Philippine Red Cross (PRC), in the recovery operation. The Typhoon Haiyan recovery operation aims to build community resilience through an integrated approach. It utilizes a disaster risk reduction framework that includes primarily shelter and livelihoods options which are linked to water, sanitation, hygiene and health strategies, all of which are implemented using community mobilization approaches. All of these activities also include efforts to strengthen the Philippine Red Cross (PRC) at both the National Headquarters (NHQ) and Chapter levels.

This integrated programming approach will require strong management for all project hardware and software components. Hardware elements include: potential new construction at relocation sites; repair or construction of communal facilities of water and sanitation; micro mitigation projects; and other types of structural support. Software components include: (IFRC’s) Participatory hygiene and sanitation transformation (PHAST); Child hygiene and sanitation transformational toolkit (CHAST); and integrated risk reduction, working closely with DRR and Community-based health and First Aid (CBHFA).

The Water and Sanitation Delegate is responsible for promoting good practices, knowledge management and institutional learning around water, sanitation and hygiene promotion approaches, including support to construction management ensuring that American Red Cross programs are implemented in accordance with sector specific industry standards.

S/he is expected to play and active role in collaborating on the implementation of the fully integrated program, coordinating with technical delegate counterparts, including in particular those supporting the Shelter and Livelihoods components of the program.

This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied (non-family) post with no exceptions. This position is based in Tacloban, Philippines, and will report to the Head of Programs.

RESPONSIBILITIES:

The Water & Sanitation Delegate‘s responsibilities include but are not limited to:

  • Lead the technical support to PRC for the implementation of a comprehensive, integrated water and sanitation program in more than 4 municipalities and 24 barangays; this includes both hardware (repair and construction) and software at both household, community and school levels.
  • Contribute to the development of PRC program management capacity, systems, procedures, tools and associated methodologies to ensure successful management and implementation of sector-specific and integrated projects.
  • Support the PRC project team and Task Force (at Leyte and HQ levels) to ensure effective implementation and monitoring and evaluation of water, sanitation and hygiene promotion activities, including community infrastructure management according to approved plans and budgets of projects implemented by Red Cross and non-Red Cross partners.
  • Support PRC in the preparation of RFAs, Invitation to Bid (ITB), and BoQ’s to support the reconstruction process through contractors, partners and local government units.
  • Contribute to analysis of the technical quality, cost, implementation method, feasibility and context appropriateness of proposals and bids made by prospective partners, consultants and contractors.
  • Provide project management support and oversight when required to any of the water and sanitation, housing and infrastructure components of the PRC/ARC recovery program.
  • Support PRC to ensure industry best practices are used in the design, implementation, monitoring and management of software programs at household, community and school levels. Support the application and innovation of PRC tools in PHAST and CHAST and their integration with other PRC software approaches (such as disaster risk reduction and community health).
  • Document and promote good practices, knowledge management and institutional learning around water and sanitation approaches and incorporate lessons learned, best practices and technical innovation in plans and project designs.
  • Contribute to the production of materials such as presentations, annual reports, training materials, position papers, and proposals that are relevant to the incumbent’s area of expertise.
  • Ensure that field activities are supported technically, logistically, financially and operationally with all necessary resources.
  • Represent the American Red Cross and develop and maintain relationships with Red Cross and Red Crescent Network partners regarding water, sanitation, and health interventions.
  • Coordinate and ensure timely data collection, analysis and submission of project reports.
  • Work with other American Red Cross program departments to ensure programs are integrated, complimentary and standardized, particularly with shelter and settlements.

Support the PRC project team with program Implementation, partnership coordination, monitoring and evaluation:

  • Develop and oversee project budgets.
  • Perform monitoring and evaluation of programs.
  • Contributes technically in the review of program reports with project teams
  • Support in the successful exit strategy and/or handover of sector-specific activities.

The Water and Sanitation delegate will also:

  • Provide project management support and oversight when required.
  • Closely monitors and communicates technical program performance, tracks and advises Senior Leadership on technical issues that could adversely impact the PRC/ARC TTL program.
  • Document and promotes good practices, knowledge management and institutional learning around better rebuilding and construction approaches and incorporates lessons learned, best practices and technical innovation in plans and project designs.
  • Supports in the development of program reviews, technical management response to program reviews and evaluations.
  • Contributes in the production of materials such as presentations, annual reports, training materials, positions papers, proposals, etc. relevant to the incumbent’s area of expertise.
  • In the event of an emergency, provides technical support to the response lead.
  • Backstop for other team members when required.

QUALIFICATIONS:

  • Bachelor’s degree required; MA/MS in Architecture/Civil Engineering or related field preferred.
  • Civil Engineering or proven experience in related field required.
  • Minimum of five years experience in emergency response and recovery operations and working on WATSAN programs in rural and urban settings.
  • Demonstrated experience in humanitarian water and sanitation and infrastructure relief and recovery setting is essential.
  • Previous work experience in Philippines is desirable.
  • Strong financial management and planning skills, including flexibility and adaptability to accommodate the complexities of costs covering staffing, resources, programmatic cash grants, and facilities.
  • Significant experience managing procurement processes, including supply chain management in a recovery context comparable to the Philippines (i.e. transport shortages, rainy seasons, etc.).
  • Strong monitoring and evaluation skills preferred.
  • Demonstrated ability to adapt and work effectively in dynamic and demanding operational environments.
  • Demonstrated ability to identify, negotiate, and manage partners, consultants and contractors.
  • Demonstrated ability to form, mentor, manage and lead a team of technical staff and volunteers to achieve common objectives, required.
  • Excellent interpersonal skills and the ability to work effectively and in a collegial fashion with people from a wide range of backgrounds and cultures.
  • Ability to prioritize, meet deadlines, and achieve results through collaboration.
  • Excellent written/verbal communication skills.
  • Computer proficiency, particularly in MS Office, required.
  • Familiarity with the Red Cross and Red Crescent Network highly desirable.
  • Fluency in English required; knowledge of Tagalog is highly desirable.

POSITION SUMMARY:

The American Red Cross is looking for a full-time GIS Officer to coordinate the Missing Maps project, a major project that aims to put 20 million vulnerable people on the map by 2017, creating open data that are available for emergency responders, humanitarian organizations, and the general public. Core responsibilities will include administering the project, coordinating the efforts of virtual volunteers, traveling to the field to train volunteers and community members, and working to make the data useful for local groups. This position will work as part of dynamic team of humanitarian geospatial and information management professionals, reporting to the GIS Team Lead and working closely with the Missing Maps Partnership Coordinator.

RESPONSIBILITIES:

•Serve as the project lead for the Missing Maps project, developing and monitoring plans to ensure the project successfully meets deliverables.
•Support the planning and delivery of mapathons and trainings for partner Red Cross staff and volunteers so that they can further map key communities using OpenStreetMap (OSM).
•Coordinate the development of project materials for promotional and training purposes.
•Coordinate with stakeholders about how to apply Missing Maps data to existing and new programs.
•Travel to project sites to train volunteers on mapping and data management techniques.
•Actively engage with the OSM and Humanitarian OpenStreetMap Team (HOT) community to build relationships within the mapping field.
•Identify possible applications of data within project areas. Develop strategies and pursue opportunities to make geospatial data useful in the local context.
•Clean/analyze field data and create maps/graphics using GIS applications including QGIS, ArcGIS, and Adobe Creative Suite.
•Compile geographic data from a variety of sources such as field observation, mobile data collection, and satellite imagery.
•Conduct research to locate and obtain existing databases of humanitarian needs and local Red Cross operations.
•Help gather, fact check, analyze and integrate programmatic and spatial data from staff and determine how the information can be organized and displayed using GIS.
•Ability to travel 30-40% as needed.
•Other duties as assigned.

QUALIFICATIONS:

•Bachelors or Masters degree in geography, urban planning, computer science, GIS, communications or related field with a minimum of 5 years of experience as an analyst or similar.
•Experience building project plans and budgets.
•Experience planning and delivering technical trainings.
•Experience using GIS applications to produce static and web maps.
•Experience with Adobe Creative Suite and/or InkScape to create visually informative and appealing maps, infographics, and/or marketing materials.
•Experience with OpenStreetMap including the HOT Tasking Manager, active participation in one or many OpenStreetMap communities of interest.
•Experience conducting research to locate and obtain existing spatial and non-spatial data.
•Strong data management skills and experience using Excel, SQL, PostGIS, and/or PostgreSQL.
•Practical knowledge of field-based survey design, data collection and management using mobile data collection tools.
•Experience working on international development or humanitarian response projects, preferably in the field.
•Ability to explain technical matters to a non-technical audience and to convey the importance of mapping and data.
•Enthusiasm for open data and open-source tools.
•Flexibility; ability to troubleshoot problems in the field and adapt to changing situations.
•Ability to work as an active team member but independently, with limited guidance.
•Experience with the Red Cross network and international humanitarian work helpful.
•Proficiency in Spanish or French helpful.

POSITION SUMMARY:

Reporting to the Chief International Officer, this position is responsible for the overall strategic direction of the International Services Department, implementing its disaster response, preparedness and recovery programs.   • Ensure the development and implementation of best practices for grant management, compliance, monitoring, evaluation, learning, and information management to support the most effective stewardship of program resources.
  • Partner with Finance team to ensure strong financial management of the department's budget and short- and long-term planning for sustainability, including cost recovery.
  • Serve as ARC primary representative to leadership of IFRC, ICRC, and national societies in order to leverage ARC resources within the international Red Cross network to improve overall program effectiveness.

REQUIREMENTS:

Call for Proposals: Consultancy for Developing Tools on Building Coalitions at the Local Level

The Global Disaster Preparedness Center (GDPC) is requesting proposals for a new consultancy on Consultancy for Developing Tools on Building Coalitions at the Local Level.

Working in collaboration with the IFRC and American Red Cross, the GDPC has received an award from USAID/OFDA to design and test a set of tools and services to assist RCRC National Societies and other local organizations to create effective city coalitions on community resilience, targeting climate smart resilience and coastal risk reduction in particular. The idea is that the RCRC National Societies or other local organizations would convene relevant partner organizations in lasting coalitions to focus city-wide expertise, capabilities, and resources on priority risks facing vulnerable communities in the city. The coalitions are intended to complement existing urban governance processes led by the local governments and draw wider support from the business community, universities, civil society organizations, and other stakeholders into city-wide civic engagement on community resilience.

One of the key elements to this initiative is the identification, review and enhancement of existing tools and methodologies for supporting RCRC local branches and other local organizations to promote civil engagement to address risk through either new or existing city level coalitions. These tools and methodologies will help local organizations to develop skills to a) conduct a stakeholder analysis of the development landscape and operating environment, b) identify and engage like-minded external partners, c) organize civic engagement on community resilience through a coalition, and d) training members of city level coalitions for continuity/sustainability. They will complement other tools on city-wide assessment and prioritization of risks and solution and campaign design that will also be refined or developed under the project.

The consultancy will deliver the three following outputs:

  1. Development of a set of approaches/methodologies for RCRC National Societies or other local organizations or leaders to initiate or strengthen city level coalitions

  2. Development of learning and knowledge material, including a toolkit of, templates, tools, guidebooks and videos as well as a standard training package which would help RCRC National Societies, local government leaders and communities to support city- and district-level collaboration and coalition building

  3. Testing of the methodology, tools, and training materials in four pilot cities (two in Indonesia and two likely in Vanuatu) and further refinement of the resources based on learnings from the trainings where necessary

  4. Conceptualization and facilitation of an on-going training and mentoring / coaching strategy for regional and national support to city-level coalition members to help them run their coalitions successfully

POSITION SUMMARY:

Responsible for coordinating and administering activities pertaining to contract development, the selection and award process and post award contract administration, as well as the generation of international operating agreements within the Red Cross movement and with other international humanitarian organizations.

RESPONSIBILITIES:

  • Manage and prioritize a constantly changing portfolio of grant agreements, contracts, MOU's, PMN's, and other agreements, ensuring their timely processing and execution required to support ARC’s global humanitarian mandate.
  • Draft grant award documents, contracts, and agreements, facilitate, prioritize and monitor the efficient processing of various documents through all processes required for approval.
  • Provides technical support to program officers as needed in the preparation of Pledge Management Notes (PMNs) for the International Federation of Red Cross and Red Crescent Societies (International Federation) and other Red Cross Movement partners.
  • Lead and coordinate collaboration with the Office of General Counsel, Finance, Compliance, Risk Management, and external partners and vendors for coordination and resolution of grant/contract/agreement related issues pertaining to the Haiti Assistance Program as well as other ISD units, ensuring compliance with ARC policies.
  • Develop, oversee and maintain various databases and departmental records and files.
  • Provide technical support as needed in ARC Request For Application (RFA) process.
  • Support other Business Operations processes such as local procurement, IT issues and compliance as required.
  • Contribute to the revision and development (design) of templates, checklists, spreadsheets and other tools used to manage and administer all aspects of the Business Operations Unit.

QUALIFICATIONS:

  • Bachelors degree in business administration or other relevant field required.
  • Minimum of three years professional experience in administering grants, agreements and contracts is required; experience in an international context is strongly preferred.
  • Strong and demonstrated attention to detail, accuracy, and customer service.
  • Strong verbal, written, and interpersonal communication skills are essential.
  • Strong analytical skills are required.
  • Red Cross business operations experience, with knowledge of the Red Cross Movement, its emergency and non-emergency operations, rules and principles is strongly preferred.
  • Training in federal regulations governing grants, cooperative agreements, and sub-awards, including OMB Circulars A-110, A-122, A-133, 22CFR226, 22CFR228 is helpful.
  • Experience in developing systems for tracking local and international procurement and Movement pledges in large scale disaster responses preferred.
  • 0-10% international travel required.

Haiti: External Contractor for LAMIKA Program Final Evaluation

American Red Cross in Haiti is seeking three evaluators:

1) Evaluator Pillar 1: Social Empowerment, DRR and Health Component

2) Evaluator Pillar 2: Livelihoods

3) Evaluator Pillar 3: Physical Renewal.

One of the evaluators should be of senior level having evaluation experiences in mostly all of the above Pillars, will lead one of the Pillars and will serve as a team leader

The positions are a short term contract and the contractors will be required to work for about 76 days. They will report to the Lead evaluator during the contract period.

I. Program Background and Objectives

The earthquake that struck Haiti on January 12, 2010 is one of the worst urban disasters in recent history with much of the destruction centered in the capital city, Port-au-Prince. Approximately three million Haitians were affected, with more than 222,570 fatalities, over 300,500 injured and a staggering 2.3 million people, nearly one quarter of the national population displaced. Human-controlled factors such as poverty, environmental degradation and poor quality homes built in unsafe areas contributed to the overwhelming devastation wrought by the earthquake.

Recognizing the need for long-term recovery and reconstruction, ARC has implemented an Integrated Neighborhood Reconstruction and Recovery Program since September 2012 called “LAMIKA” with the goal to enhance community and household resiliency while providing safer, healthier and more secure living conditions. The program is being implemented in Carrefour-Feuilles, a typical residential neighborhood north of downtown Port-au-Prince. The area sustained extensive damage from the earthquake, and is characterized by dense housing, poverty and limited access to infrastructure and services. Under an integrated approach, the LAMIKA program is conducting activities in social empowerment, economic strengthening and physical renewal to address needs across sectors. Likewise, activities were designed to respond to needs at various scales, from the individual household up through to the municipal and national level. The total program budget is approximately USD 30 million of which almost USD 19 million is allocated for physical renewal and the remaining USD 11 for the other two Pillars.

The Program consists of three Pillars: 1) Social Empowerment 2) Economic Strengthening and 3) Physical Renewal.

The Program’s goal and key objectives set out in the PMP are as follows:

II.Evaluation Objective(For details of evaluation design, please refer to the elaborated ToR)

Assess the program activities and its achievements and describe the outcomes and impacts of these activities on the beneficiaries, communities and overall contribution to the recovery of Haiti.

Assess the effectiveness of the integrated neighborhood approach (INA) applied by the Program in delivering the services of all three Pillars to the beneficiaries.

Based on the findings, provide recommendations that help strengthen future strategies to improve and possibly replicate the good examples of this Program.

III. Required Qualifications of the Evaluators

The following are the desired qualifications of the Sr.Evaluator and Team Leader (who also will be leader for one of the three Pillars)

1. Master or preferably PhD degree in sociology, demography, economics or relevant field from recognized university

2. At least 15 years of experience as a team leader in numerous evaluations of leading International organizations and up to date in the latest evaluation techniques and methodologies

3. Experience evaluating projects with multiple program, skilled managing teams and producing high quality reports

4. Strong analytical and report writing skills, in English

5. Demonstrated experience evaluating multi-sectorial programs related to health, DRR, water and sanitation, livelihoods, social mobilization and capacity building, and physical renewal, with deeper experiences in any of them

6. Experience conducting evaluations in an urban context

7. Professional experience in post-disaster/humanitarian environments

8. Demonstrated experience in leading focus group discussions and conducting interviews with a wide range of stakeholders

SUMMARY:

International Disaster Response (IDR) Reserves are disaster management professionals who have extensive experience in emergency operations management, coordination, or specific technical areas. In all cases, the role of the IDR Reserves is to support the response and recovery activities of Red Cross and Red Crescent Movement disaster operations. IDR Reserve employees are roster based, on-call employees of the Red Cross, and are paid only while working on disaster operations and on specific non-disaster assignments. The American Red Cross is recruiting Cash Transfer Programming (CTP) professionals to support international disaster responses. They will provide leadership, guidance, and training in their designated thematic area of expertise, Cash Transfer Programming. They will be expected to translate the global tools into field specific contexts for practical application in response operations, and special projects.

RESPONSIBILITIES:

Leadership:

  • Lead, coordinate and provide high quality technical and advisory support to field operations throughout the project management cycle (design, start-up, implementation and close-out); Support monitoring and evaluation, particularly assisting in building an evidence base and measuring the effectiveness and impact of cash programming.
  • Represent the RC/RC Movement among key stakeholders and partners, while participating in forums and networks

Assessment & Analysis:

  • Undertake analysis across a range of potential vulnerabilities and apply findings to program design using data to quantify needs

Technical Expertise:

  • Engage communities to inform the development of response cash programming and ensure community feedback and accountability are included in all aspects of the project
  • Design beneficiary communication tools, and beneficiary feedback and response mechanisms to ensure accountability and transparency in Cash transfer programming.
  • Assess financial service providers (FSP), determine appropriate payment delivery mechanism, and define associated criteria to negotiate a contractual agreement with the FSP for products and services.
  • Design a plan which includes resources and time considerations, then manage the following activities - beneficiary targeting and registration, beneficiary verification processes, distributions/delivery of transfers, and beneficiary monitoring practices.
  • Develop CTP project logframe with indicators and means of verification, along with monitoring activities and results which can be used in future programming.
  • Design and implement market monitoring methods which produce data for analysis and guide decision-making for future programming.

Data Management / Execution:

  • Adapt reporting templates, and/or design information management systems to integrate data analysis into project design, and enhance continued programming.
  • Produce reports which formulate relevant recommendations that can be used to support lessons learned activities, fact sheets, and case studies.

QUALIFICATIONS:

  • Bachelor’s degree is required, Master’s preferred, in relevant field such as international development, disaster management, finance, etc with subject matter expertise particularly in cash transfer programming

The HMR PM is charged with leading a professional team, including shelter, WASH, and health sector advisors, in the accomplishment of the OFDA objectives and sub-objectives. The HRM PM reports to the ARC Country Representative for Haiti and will work closely with ARC Delegates and other staff in the Port-au-Prince office as well as with the Haiti Assistance Program team and International Response Operations technical team in ARC National Headquarters (NHQ). S/he will be expected to manage the ongoing development, planning, implementation and management of all components of the OFDA-funded project and HMR program. Tasks will include writing implementation plans, hiring and managing staff, overseeing the implementation of OFDA projects within the larger relief program as needed and developing effective and efficient administrative processes.

This is a full time position for a minimum of 6-months with the possibility of extension. This is an unaccompanied (non-family/spouse/partner) post.

PRIMARY RESPONSIBILITIES:

The Program Manager will provide leadership and overall oversight of the HRM Program implemented from ARC’s sub-offices in Les Cayes and Jeremie, Haiti. The Program Manager’s responsibilities include but are not limited to:
•Direct and oversee the OFDA program within given budgets and project deadlines, ensuring that all program goals are met through proper planning, staffing, and implementation.

QUALIFICATIONS:

•Bachelor’s degree required. Master’s degree preferred.
•Minimum of 7 years relevant experience and at least 1 year of management experience required.
•Experience working within international development, including direct experience in fast paced emergency environments.

POSITION SUMMARY:

The American Red Cross (ARC) seeks a Technical Advisor for Disaster Preparedness for the Global Disaster Preparedness Center (GDPC) within ARC’s International Services Department (ISD). The GDPC is a reference center, hosted by ARC in coordination with the International Federation of Red Cross and Red Crescent Societies (IFRC). Following Hurricane Matthew in October 2016, ARC has provided affected women, men and children with emergency shelter, health and hygiene supplies. The Hurricane Matthew Response will also support affected households to restore their livelihoods.

Position summary:

The Expert will provide technical assistance to ARC and partners in the areas of food security, economic strengthening and livelihood restoration, in both urban and rural context, with special emphasis on integrating youth and gender.

The Expert will provide advice and guidance to strengthen the programming quality of livelihood components of American Red Cross (ARC) Haiti programs.

He/She will make frequent trips to Haiti and work closely with ARC Program staff to provide strategic technical leadership in developing livelihood sector strategies, implementation plans, knowledge products and other documents as required. He/She will ensure that project interventions are performed as planned and to bring about the desired impact through monitoring, evaluation, research and documentation of lessons learnt. The Expert has no supervisory responsibilities but will work closely with ARC Haiti team members to complete required tasks.

Specific duties and responsibilities:

· Provide strategic technical leadership in developing livelihood sector strategies, implementation plans, monitoring plans and knowledge products.

· Provide advice and inputs in strengthening program staff capacity in planning, implementation, monitoring and evaluation of livelihood activities as well as other components of the program as required.

· Suggest approaches to enhance the quality of existing livelihoods programs, drawing on international and local best practice.

· Provide technical support during project implementation to ensure the projects meet or supersede established standards and targets.

· Prepare project concepts, proposals, implementation plans and other documents as required for livelihood, youth and gender programming as well as other program components as required.

· Support with developing M&E tools and conducting assessments of livelihood projects.

· Conceptualize, develop, coordinate and help implement innovative gender and youth strategies.

· Provide technical expertise to ensure adequate youth and gender integration in programs.

· Provide technical advice and assistance on mainstreaming gender issues including the integration of gender/GBV into project objectives.

· Engage with ARC stakeholders and ensure sharing of project information and learning with appropriate external agencies, partners and stakeholders.

· Assist in the development and maintenance of internal systems and mechanisms for documentation and sharing and incorporation of lessons learned across the program.

· Reviews and keeps updated in Government of Haiti policies and practices in the fields of livelihood, and ensures an active information flow for better practices.

· Coordinate the identification and dissemination of best practices and new technical strategies and approaches.

· Organize and deliver training courses and/or arranges for the delivery of training programs aimed at staff and partners including government and NGO staff.

· Identify technical gaps in knowledge and skills among staff and partners and develop capacity

Qualifications:

Required:

· Bachelor’s degree in social sciences, economics or related field. Master’s degree preferred.

· Minimum of 10 years of experience in Livelihoods, Food Security and Economic Strengthening programming in context of development and recovery. Such experience should cover both urban and rural settings.

· Proven skills in project design, proposal writing, needs assessment surveys, monitoring and evaluation plans, and gender equality strategies and action plans.

· Past performance in supervision, training and coaching staff in livelihood programming and results-based project management.

· Sound knowledge of participatory methodologies.

· Excellent communication and interpersonal skills and the ability to prioritize, meet deadlines, and achieve results through collaboration.

· Strong analytical skills, including experience leading economic & livelihood assessments in a recovery context.

· Proven skills in providing capacity development support to local partners.

· Previous working experience in Haiti.

· Languages: Fluency in both written and spoken English. Working knowledge of either French or Creole.

Preferred:

· Knowledge of Red Cross movement is an asset.

POSITION SUMMARY:

International Disaster Response (IDR) Reserves are disaster management professionals who have extensive experience in emergency operations management, coordination, or specific technical areas. In all cases the role of the IDR Reserves is to support the response and recovery activities of Red Cross and Red Crescent Movement disaster operations. IDR Reserve employees of the Red Cross are paid while working on disaster operations and on specific non-disaster assignments. RESPONSIBILITIES:

The IM/GIS Specialist provides both deployed and remote support to the IFRC and Operating National Society (ONS in order to facilitate effective response activities in keeping with IFRC/ONS disaster management strategy for a response operation. Based on the emergency strategy and the support requested the role may include the following responsibilities:

Required:

  • Serve as the focal point or on a team responsible for geospatial information on Red Cross/Red Crescent activities
  • Identify data/analysis/information needs to support decision-making
  • Establish data and geospatial data collection and processing systems
  • Collect, collate, analyze and disseminate geospatial information regarding the plans and actual service delivery of major assistance providers
  • Use data collected to provide initial analysis that identifies gaps, overlaps, and bottlenecks by sector/area/program through maps and other products as needed

QUALIFICATIONS:

An ideal IM/GIS Specialist has a mixture of technical and interpersonal skills, as well as experience working in international contexts and foreign language skills. We are looking for a combination of the following:

  • Excellent analytical skills, including the ability to synthesize, process and prioritize large amounts of information quickly
  • Strong understanding of data collection and management
  • Significant computer literacy with moderate to advanced skills in QGIS and/or ArcGIS. Ability to produce high-quality maps in the field is highly desirable though mapping can often be supported remotely.
  • Additional skills with databases, IT equipment, web design, scripting, and use of cloud services are all an added asset
  • Some experience with graphic design and the ability to translate digital information into graphic presentations. Adobe Illustrator skills preferred. GIS products are required for different audiences, utilizing a mixture of text, charts, graphs and other visual displays of information to effectively communicate complex geospatial information.
  • Knowledge of mobile data collection and survey techniques using OpenDataKit and Magpie are a plus
  • Good understanding of humanitarian responses, the actors involved, and the role of evidence-based decision making upon the delivery of humanitarian action.
  • Strong interpersonal skills and experience with teamwork and coordination. Information managers often need to bridge the communication between decision makers, coordinators, etc. and technical personnel responsible for delivering various technologies aimed to assist in data collection, storage, or analysis.
  • Strong attention to detail, and ability to identify gaps and take the initiative to address them

Nepal: Consultancy Announcement - WASH Consultant International

In 2015, major earthquakes struck Nepal and affected lives and livelihoods of an estimated 8 million people spread across 57 districts in the West and Central regions of Nepal. American Red Cross (ARC) in partnership with Nepal Red Cross Society and in collaboration with the International Federation of Red Cross and Red Crescent Societies (IFRC) launched a relief and recovery program after the devastating earthquakes.

Currently, IFRC/ARC is supporting the Nepal Earthquake Recovery Program (Utthan). The 3-year Utthan program is being implemented in 19 VDCs and 1 municipality of Nuwakot, Rasuwa and Makwanpur districts. The overall goal of the program is to contribute to the sustainable recovery of the most vulnerable earthquake-affected households in Nepal and develop safer, more resilient communities. The program has five major sectors: Shelter, WASH, Livelihood, Health and Organizational Development.

There are 18 water schemes planned under Utthan for the 2017 fiscal year along with construction of 2,040 toilets. The delegation has a WASH Officer to oversee the implementation. Considering the time frame, the number of schemes planned and the challenging terrain of program areas, strong support is needed to complete the planned WASH activities. The delegation therefore, requires an International WASH Consultant who can support Nepal Red Cross for the implementation of WASH activities.

The WASH Consultant will be based in Kathmandu, Nepal, with frequent travel to program implementation sites in earthquake-affected areas. He or she will report directly to the Head of Programs in the American Red Cross Nepal delegation and work closely with NRCS and ARC WASH Officers. S/He will support in design and implementation of accessible WASH schemes in schools and communities together with NRCS/ARC technical staff.

Consultancy outputs

• Support completion of 15 drinking water schemes by the end of the consultancy period.

• Support completion of least 450 toilets construction in Nuwakot, Rasuwa and Makwanpur districts

• Provide support during the WASH scheme implementation to ensure quality (construction quality, accessible infrastructure, sustainability parameters for WUSC etc.) as per design.

• Provide capacity building support to NRCS District WASH team to implement WASH scheme, toilet construction and hygiene promotion

• Ensure completion of training of VMW training in WASH projects in Makawanpur and Nuwakot district.

• Assess issues and gaps in total WASH and provide recommendations as necessary.

• Innovate and document environment friendly and new approaches on WASH

POSITION SUMMARY:

The American Red Cross seeks to build response readiness capacity throughout the Asia, Middle East and Europe (AMEE) region, specifically to implement Cash Transfer Programming (CTP) at scale in emergencies. To support this initiative, the American Red Cross seeks an experienced Regional Response Cash Transfer Programming (CTP) Advisor to manage emergency cash based programming and to provide technical support to National Societies and the Federation in the assigned region.

This position will be based at the National Headquarters office in Washington, DC with extensive travel throughout Asia, the Middle East, and Europe (up to 50% of time). The position reports to the Cash Transfer Program Manager.

PRIMARY ROLES AND RESPONSIBILITIES:

Focus & Direction:

  • Manage the successful delivery of cash transfer programming in AMEE through support to National Societies (NS) and cooperation with the Federation, ICRC and other Participating National Societies (PNS).
  • Provide strategic direction and operational management leadership for ARC supported cash based programs in the region. The primary focus of the advisor will be developing cash readiness of selected partners ensuring that CTP can be successfully mainstreamed.
  • Guide the integration of cash transfer programming within disaster response and preparedness plans, coordinate deployment of specialized staff, and provide direct technical support when appropriate.
  • Ensure that donor obligations are met and that the American Red Cross proactively captures program outcomes and learning.

Strategy Implementation**:**

  • Responsible for supporting NSs in the region in response readiness, specifically the focus of implementation of Cash Transfer Programming in AMEE in close coordination with key stakeholders.
  • Advise on adjustments to the CTP strategy for assigned region as on-going work and input from National Societies, Participating National Societies, the Federation and other key stakeholders provide additional insight.

Mainstream CTP into Response Readiness**:**

  • Coordinate with key Red Cross Red Crescent Movement stakeholder to support the mainstreaming of cash based programming into National Society and Federation response readiness. This including providing CTP trainings, supporting mainstreaming of CTP into contingency/preparedness plans, adapting global CTP tools to each National Society, and development of most relevant payment mechanisms and related contracts with each National Society and the Federation.
  • Support overall emergency response readiness of selected partners to ensure that CTP can be successfully mainstreamed including policy development, building external disaster management (DM) relationships, investing in DM resources (responders, trainings, roster management, funding, supplies, etc.), improving DM information management (technology, data management, analysis, etc.), and streamlining DM systems and business operations.

Red Cross Movement CTP Tools Development**:**

  • In coordination with ARC’s Cash Transfer Programming team, the Federation and the Movement CTP Peer Working Group, contribute to the operationalization and development of global CTP tools including Beneficiary Registration database, Cash in Emergencies Toolkit, Payment Mechanism Toolkits and CTP Practical Trainings. Disseminate the tools regionally and provide feedback on the appropriateness, effectiveness and usefulness of the tools.

Project Management**:**

  • Supervise and manage a diverse portfolio of cash-based readiness projects in the assigned region, in regular coordination with American Red Cross field offices.

Training & Capacity Building for CTP Implementers**:**

  • Provide on-boarding, hands on training, mentoring and remote technical backstopping for a variety of CTP implementers working on cash based projects in the region.

Information Sharing**:**

  • Document the CTP Preparedness process, and draft case studies and project factsheets to profile the work of the National Societies and the CTP unit highlighting good practice and lessons learnt. S
  • hare and disseminate CTP news, documentation and training opportunities that exist within and outside the Movement.

Response Deployment**:**

  • Deploy to hardship emergency response operations as required.

Regional Movement Cash Working Group**:**

  • In partnership with the Federation and other Movement partners, support the convening of the Regional Movement Cash Working Group focused on sharing lessons learned, coordinating on-going work within the Movement, localizing/contextualizing global tools, and sharing lessons learned.

Liaison and Representation**:**

  • Serve as technical focal point for CTP for the American Red Cross in the assigned region and liaise with the wider humanitarian community to ensure the use of cash and the payment mechanisms followed are shared and coordinated.
  • Represent the American Red Cross at Regional CaLP meetings and events, Regional Movement CTP meetings and events and other meetings or events as requested.

QUALIFICATIONS:

  • Bachelor’s Degree or equivalent in relative area required. Master’s Degree preferred.
  • Minimum of 5 years relevant international (field-based) experience in disaster response, project design, monitoring and evaluation, participatory needs assessment, data collection and analysis.
  • Minimum 2 years field-based experience in designing, implementing and monitoring conditional or unconditional cash transfer programs, coaching staff and facilitating training.
  • Experience in or familiarity with disaster management or response in humanitarian operations essential; Demonstrated experience in assessment that includes needs, market, and CTP feasibility considerations; Proven capacity-building experience with NS or equivalent, delivering trainings and providing on the job training and coaching.

Position Purpose:

The Philippine Red Cross (PRC) in partnership with the American Red Cross (ARC) seek a qualified Community Resilience Officer for an ongoing proposal for a 4-year Urban Climate Change Resilience project implemented in Janiuay Municipality in IloIlo Province in the Philippines. This position if open to Filipino nationals only.

Position Scope:

The Community Resilience Officer will lead the community-level capacity needs assessment and community-led resilience planning process. The Community Resilience Officer will develop a guidebook allowing for replication of the process in future projects. The Community Resilience Officer will develop training modules for local partners on key resilience topics. The Community Resilience Officer will prepare and implement sustainability plans, ensuring that community-led projects are sustained. The Community Resilience Officer will contribute to knowledge sharing activities both domestically and regionally.

Position Duration:

August 2017 – October 2021

Position Location:

Manila, Philippines with domestic travel within the Philippines

Position Qualifications:

• Masters or Bachelors degree in international development, disaster risk reduction, or related field

• Minimum 10 years experience in community climate change adaptation or DRR activities

The American Red Cross International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. In the coming years the American Red Cross will deepen and expand its preparedness programming around the world while also working to strengthen the global Red Cross Red Crescent network, in order to deliver vital help and hope to some of the most vulnerable communities.

The American Red Cross (ARC) seeks a Manager, Disaster Preparedness Rules and Tools within ARC’s International Services Department (ISD) and Preparedness Directorate. The role also is a key technical leader in the Global Disaster Preparedness Center. The GDPC is a reference center, hosted by ARC in coordination with the International Federation of Red Cross and Red Crescent Societies (IFRC). It offers support services to the global Red Cross/Red Crescent network in areas related to disaster preparedness and innovative solutions for national societies for knowledge management, research and technical assistance.

This position manages a small team of technical experts in different aspects of disaster preparedness, and coordinates technical input on American Red Cross programs and provides input on strategic projects and broad, cross-cutting, initiatives of the GDPC. This position leads the efforts to identify and define the doctrinal aspects of Preparedness activities of the American Red Cross while working to identify scalable tools that will benefit the entire RC/RC network. This position will support coordination and dissemination of innovative programs of the GDPC including, but not limited to, new technologies, social media and community engagement. This position will contribute to networking and collaboration on multi-stakeholder initiatives in close coordination with other elements of the GDPC and ISD. Additionally, this position will contribute to the GDPC’s knowledge management efforts by supporting research, and facilitating data collection, analysis and dissemination. The Manager, Disaster Preparedness Tools and Services will report directly to the Director of Preparedness Programs.

Primary Responsibilities:

  • Manage the Preparedness Programs technical staff.
  • Provide technical leadership including the definition of doctrine and processes for preparedness unit.
  • Provide technical support to American Red Cross Preparedness Programs.
  • Provide technical support to Red Cross and Red Crescent societies (RC/RC) participating in GDPC.
  • Represent ISD and Preparedness unit at technical meetings and conferences.
  • Coordinates communications with collaborators including high level leadership of national societies, colleagues at the IFRC Zone Offices and Secretariat, and other IFRC reference centers in support of preparedness activities and GDPC initiatives.
  • Support innovative agenda of GDPC and preparedness unit.
  • Works with Red Cross and Red Crescent societies (RC/RC) and their government counterparts on disaster preparedness projects.
  • Facilitate contributions toward the knowledge management strategies and practices for the preparedness unit and the GDPC (e.g. sharing of good practices, lessons learned, impact evaluations, website, etc)
  • Support ongoing information management needs – collection, dissemination, application, evaluation and adaption - as they pertain to the GDPC.
  • In coordination with GDPC staff, other ISD teams and the global Red Cross/Red Crescent network, maintain visibility on good practices in disaster preparedness. This may include piloting projects to test viability, functionality, etc.
  • Represent the GDPC at both internal and external events or on panels, forums, etc. as needed.

Secondary Responsibilities:

  • Contribute toward the development and evolution of the preparedness unit’s goals including the GDPC business plan.
  • Assist with reporting as needed for all program activities.
  • Perform other job-related duties, as assigned.

Qualifications:

  • Four year degree plus a minimum 7 years professional experience in disaster management, humanitarian assistance or a related field with a minimum of 3 years of experience in a managerial role required.
  • Masters degree in international development or related field is preferred.
  • Understanding of and experience working with the International Federation of Red Cross and Red Crescent Societies
  • Experience and comfort working with new technologies including mobile apps, social media, and other creative solutions for productivity.
  • Excellent communication skills including strong writing and analytical skills
  • Excellent interpersonal skills and diplomacy
  • Excellent attention to detail and initiative to problem-solve
  • Ability to multi-task in a high pressure team environment
  • Ability to respond to needs of diverse client base
  • Flexibility to meet unpredictable business needs, including occasionally working long hours and on weekends
  • Demonstrate willingness to do basic research and administrative support depending on daily priorities
  • Experience living and working in a diverse or international environment preferred
  • Working knowledge of French, Spanish, Arabic or Russian preferred
  • Ability to travel internationally up to 25%.
