SUMMARY:

The Technical Lead position plays a fundamental role in the Quality and Learning unit, in coordinating and providing technical support to program staff that ensures programmatic frameworks, conceptual models, and global tools are applied consistently across the department’s programs. The Technical Lead is the primary point of engagement for project design and technical proposal development, promoting program rigor, quality and competitiveness. In this role, a primary function of this position is to assist and build the capacity of program personnel to theoretically understand, design and implement resilience programming.

As part of a wider ISD team of other technical and multidisciplinary advisors, the Technical Lead will contribute to the development of global methodologies, approaches and tools. In this role, the Technical Lead will provide leadership, guidance, and training in their designated thematic area of expertise, WATSAN. They will be expected to translate the global tools into field specific contexts for practical application. The Technical Lead will also be responsible for building on an existing network of industry experts to share and learn from globally accepted best and promising practice taking the lead to coordinate and connect learning opportunities across regions, departments and the wider Red Cross network.

RESPONSIBILITIES:

Global Tools:

  • Develop or contribute to the revision of tools, guidelines and associated methodologies for designing and implementing integrated resilience programs.
  • Design and facilitate relevant capacity building measures (e.g., training, mentoring, etc.) for key partners, particularly support build the capacity of partner national societies in resilience, contributing to their organizational development as leading national humanitarian organizations.
  • Identify opportunities to introduce innovative and appropriate approaches and/or technologies to support resilience in Red Cross programming focused on reaching scale and sustaining local interventions.

Project & Proposal Design:

  • Lead, coordinate and provide technical support on resilience to American Red Cross programs throughout the project cycle stages (identification, assessment, analysis, design, planning, implementation, monitoring & evaluation) to ensure program quality, effectiveness and sustainability.
  • Lead on project design and technical proposal development, particularly to support field operations to ensure program rigor, quality and competitiveness.
  • Lead on subject matter expertise in a key humanitarian/resilience sector (i.e. WASH, Livelihoods, Health, Shelter/Settlements).
  • Lead, coordinate and provide high quality technical and advisory support to field operations throughout the project management cycle (design, start-up, implementation and close-out); Support monitoring and evaluation, particularly assisting in building an evidence base and measuring the effectiveness and impact of resilience programming.

Shared Learning & Best Practices:

  • Work with key stakeholders to support ARC activities in developing partnerships to improve the effectiveness of resilience programming.
  • Proactively network and represent ARC in appropriate resilience global/resilience forums and networks.
  • Monitoring, documenting, and disseminating current promising and best practices in resilience and multi-sector integration programming.
  • Share tools and materials from other similar projects within and outside of Red Cross.
  • Complete assigned tasks as requested.

QUALIFICATIONS:

  • Bachelor’s degree (Master’s degree preferred) in relevant field such as international development, humanitarian/resilience, or disaster management with subject matter expertise particularly urban program experience in either water/sanitation, livelihoods or shelter/settlements.
  • Minimum of 7 to 10 years relevant experience in international humanitarian/disaster management and/or resilience programming in developing countries including direct project implementation, with at least five years living and working in crisis-affected countries.
  • Experience in project cycle management particularly designing, implementing and managing multi-sector complex, country level initiatives with multiple objectives preferably for both international relief and development programs.
  • Deep experience in project design and proposal writing.
  • Experience conducting and/or supervising needs assessments, data analysis, and program reviews required.
  • Experience providing technical support with capacity building, mentoring, and cross-unit collaboration.
  • Excellent writing skills and experience designing and developing programmatic strategies, guidance and approaches/tools.
  • Experience developing public funding proposals, particularly designing and implementing USAID and USAID/OFDA projects.
  • Experience building organizational partnerships and organizational capacity and supporting community coalitions, particularly with local government, NGOs/CBOs, as well as the ability to influence decision makers.
  • Ability to travel frequently, sometimes at short notice (25-45% travel)

Haiti: Consultant / National Blood Transfusion Center and Specialized Laboratory Analyses Building Design Concept

Background and objectives of project

The National Society of the Haitian Red Cross (HRC) and the American Red Cross (ARC) intends to launch the RFP _ “National Blood Transfusion Center and Specialized Laboratory Analyses Building Design Concept” under its Haiti Assistance Program and is hereby requesting qualified professional design and engineering firms (hereinafter: the Consultant) based in Haiti to submit their proposals.

HRC and ARC are requesting proposals from interested Consultants for only the Phase 1 of a 2 phased project. The Scope of Works is for site evaluation and reports, programming and schematic design. This construction will host different health-based activities and will be located at Mais Gaté, Commune of Delmas, and West Department.

It is expected that this phase, called Phase 1, of the program will result in approved schematic designs (SD) and associated costs of construction (CofC) of the proposed new building.

The building’ schematic design must recognize the contextual challenges the HRC operates in as a result of location and mission such as: intermittent electricity and water connections as well as limited funds available for maintenance. It is necessary that the Consultant bring significant experience in the design of similar facilities in Haiti (related to health-care) and other similar construction and operational environments. Elements of design that must be considered include the following:

  • Passive energy design
  • Onsite energy creation (self-generation)
  • Rain water collection systems
  • On site sanitation facilities and processing
  • Natural ventilation
  • Natural lighting

The Consultant will maintain notes of all meetings, presentations, telephone conversations, emails, as a part to the program records. To ensure clear understanding all written communications, notes, records and other related documents will be in French and English and shared with all stakeholders.

Required qualifications

Design Consultants with extensive experience in site review, programming (related to health-care), cost estimating, scheduling, design, bidding and construction in Haiti. The selected firm must have experience managing collaborative programming, planning and design programs within the Haitian Context. The firm must also have experience in design according to the American Disabilities Act (ADA) or similar design standards, as well as in the design and implementation of both passive and active sustainable building designs. The design team must have a least one LEED certified (or equivalent certification) architect.

The American Red Cross seeks a Response Personnel Manager to oversee the International Disaster Response roster. The incumbent will be responsible for the planning and coordination of recruitment, training, deployment, management and retention of emergency related short term staffing for International Services. The Manager will work closely with the members of the roster and several other units within the American and international Red Cross partners. While the majority of the roster members will be volunteers and solely managed by this position, those who are compensated will be coordinated with the Human Resources Department and Business Operations.

We are seeking candidates with a wide range of communication, representation, and management skills to join a team working in a dynamic, highly collaborative, and service focused environment. This requires a high level of multi-tasking, flexibility, initiative, collaboration, and a creative approach to work as well as availability outside of traditional office hours, including weekends and holidays.

ROLES AND RESPONSIBILITIES:

Planning:

• Review emergency field personnel strategy in light of American and international Red Cross needs and technical sectors.
• With Human Resources, contribute to development of innovative comprehensive strategy including recruitment, retention, and alternative compensation plans for short term personnel based on Red Cross policies and emerging industry best practices.

Recruitment:

• Expand recruitment base including American Red Cross chapters, public and private sector professional and academic resources for roster members.
• Coordinate with Human Resources Department on recruitment and compensation models for portion of roster members.

Training, Skill Building:

• Identify and coordinate disaster management skill building opportunities through existing domestic and international Red Cross and external providers.
• Develop and manage annual roster training plan including annual schedule, budget, coordination of recruitment and participant selection, content management, administration and partial facilitation.
• Implement and expand development opportunities for roster members at National Headquarters and international Red Cross operations and support environments.
• Manage International Disaster Response intern and surge capacity recruitment and in office support.

Roster Management:

• With Human Resources, help develop systems for recruitment, deployment and retention in line with various American Red Cross, International Federation and ICRC emergency personnel systems.
• Initiate and respond to frequent communications with roster members via phone, email and online network neighborhood and quarterly newsletter.
• Develop and maintain international roster development and performance management system.
• With Program Associate, ensure collection of electronic and hard copy information required for roster members, including member profiles, trainings and deployments, annual renewal and monthly on-call roster management.

Operational Deployments:

• With Program Associate, manage and ensure all aspects of emergency deployments including receiving alerts, coordination of personnel selection, pre deployment information and briefings, domestic and international travel arrangements, financial support mechanisms, in country arrival and post assignment close out.
• Maintain, update and disseminate Disaster Response Standard Operating Procedures for personnel deployments and returns.

Representation:

• As appropriate, represent American Red Cross interests and/or participate in related international training, disaster management skill building, and humanitarian emergency personnel management forums as well as domestic Red Cross Volunteer Connection.

QUALIFICATIONS:

• Bachelor’s degree required (Masters preferred) in related field
• Minimum 5-7 years of professional experience, 1-3 of supervisory experience in related field including experience in the public and/or private sector as well as experience or interest in international development, emergency contexts and/or disaster management.
• Outstanding information management, written, verbal, facilitation, diplomatic and interpersonal communication skills
• Ability to manage and/or coordinate various human resource, training and support needs for a wide variety of personnel profiles and operational needs.
• Demonstrated experience with recruitment, human resource/work force planning, skill development and training facilitation are also preferred.
• Experience or interest in volunteer management preferred
• Desire to work in collaborative, team environment

POSITION SUMMARY:

The Monitoring, Evaluation & Learning (MEL) Advisor – Emergency Response will join a five-person unit of monitoring and evaluation advisors, playing the specific role of supporting the International Response Operations Center (IROC) and focusing on humanitarian response learning. S/he will report to the Monitoring and Evaluation Team Lead with a matrix line management to the Director of the International Response Operations Center.

The MEL – Emergency Response Advisor will work across International Services Department units and with partners inside the Red Cross Movement as well as other humanitarian actors to provide leadership to the humanitarian research and learning agenda of the American Red Cross.

RESPONSIBILITIES:

• Develop a plan for operationalizing the department’s humanitarian learning agenda.
• Identify a range of formats and tools that can be used to deliver information for the purpose of influencing learning including documentation that leverages data visualization methods and multimedia products.
• Lead in the development of tools for disseminating learning and ensuring knowledge management of learning products.
• Based on Red Cross experience, design and implement small-scale qualitative research projects following humanitarian “good enough” standards in order to inform evidence base for key research questions in humanitarian learning agenda; past research initiatives include investigating how humanitarian practitioners make decisions in an emergency operation.
• Collaborate with Information Management and GIS teams in order to develop strategies and tools to empower the American Red Cross and Red Cross movement partners to use data collected in an emergency context for operational decision making.
• Create linkages to and develop networks with external humanitarian research and learning organizations in order to share Red Cross learning as well as bring external learning into the Red Cross movement.
• Represent the American Red Cross at Red Cross Movement and external learning events.
• Lead International Services to conduct After Action Reviews following emergency responses.
• Support emergency response teams to incorporate learning from After Action Reviews into operational decision making during the immediate aftermath of an emergency event.
• Work with American Red Cross and Movement partners to implement Real Time Evaluations.
• Support the implementation and strengthening of cash transfer monitoring tools.
• Support the design and implementation of cash transfer programming evaluation.
• Collaborate with peers on Monitoring and Evaluation team to engage in peer mentoring and shared learning.

QUALIFICATIONS:

• Bachelor’s Degree in International Development or related discipline with expertise in research methods required; Master’s Degree preferred.
• A minimum of 5 years of relevant experience required. Field experience in an emergency response operation or long-term humanitarian context required.
• Experience in organizational learning and/or knowledge management initiatives strongly preferred.
• Experience with designing and implementing qualitative research and evaluation initiatives required. Preferred experience conducting research directly; experience managing external consultants or research firms also relevant.
• Experience representing organizations in public forums in the humanitarian community.
• Experience networking with external organizations for the purposes of shared learning.

SUMMARY:

The M&E Advisor will provide technical assistance in monitoring and evaluation of American Red Cross International programs. S/he will report to the M&E Technical Lead. The NHQ Monitoring and Evaluation team serves to promote a culture of learning through the generation and use of quality data for decision-making and to strengthen organizational and staff capacity to manage effective monitoring and evaluation systems that enhance ISD’s ability to deliver high impact programming.

RESPONSIBILITIES:

• Develop standardized M&E resources for ARC’s International Services Department (e.g. common evaluation guidelines, manuals, etc.)
• Develop global tools and research initiatives to enhance intervention design, approaches and data gathering processes and techniques
• Provide technical support for program evaluations and surveys (review of TORs, methodologies, reports), including acting as internal evaluators, as needed
• Conducting data analysis (utilizing SPSS, R or another equivalent software package) where necessarily and build the capacity of regional/country staff to increase their data analysis skills
• Coordinate the design and implementation of evaluations, surveys (particularly using mobile data collection), special studies, and other components of the M&E system as technical assistance needs arise.
• Provide leadership for multi-country/region/global evaluation efforts
• Provide coaching/mentoring support in key technical areas (data analysis, mobile data collection, etc) to regional Quality and Learning/Monitoring and Evaluation staff
• Support proposal drafting by contributing to program logframes, monitoring and evaluation plans, budget, beneficiary counting approaches, etc.
• Build the capacity of ISD staff in M&E and support the development National Society’s M&E capacity
• Ensure integration of cross-cutting themes, such as gender equity and environmental protection, in the M&E designs.
• Liaise with counterparts at international, government, non-government agencies involved in related activities and collaborate in promoting high quality results and complementary efforts.
• Build upon industry and Red Cross experiences to improve consistency, quality and practicality of monitoring and evaluation strategies; promote lessons learned within international partner organizations.

QUALIFICATIONS:

• Bachelors degree required, Masters degree preferred in Monitoring and Evaluation or International Development or related discipline with expertise in research method.
• At least 5 years experience in international PVO/NGO monitoring and evaluation required, with long term and recovery programming preferred.
• International field-level project implementation experience as well as higher level program quality assurance required, as is experience in an advisor/mentor/supervisory role.
• Expertise in quantitative and qualitative research and evaluation methods, including sampling and surveys is essential. Experiencing conducting data analysis using statistical software such as SPSS or R essential and ODK preferable.
• Proven track record of successful teamwork, good presentation/facilitation skills and excellent verbal and written communication skills required; training design and instruction preferred.
• Proven track record in leading M&E portion of winning proposals to USG and other donors.

Philippines: Consultant - Typhoon Haiyan Recovery Meta-Analysis Support and Consolidation of Lessons Learned

Summary

The Philippines Red Cross (PRC) in partnership with the American Red Cross (ARC) seeks a qualified consultant to provide technical support in the consolidation and meta-analysis of lessons learned to date under the ongoing Typhoon Haiyan Recovery Operation led by the PRC and supported by the International Federation of Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC) and more than ten Partnering National Red Cross and Red Crescent Societies (PNS).

The meta-analysis provided by the consultant will inform ongoing and future operations of the PRC, IFRC, ICRC, and PNS as well as help inform future recovery operations in the region and beyond.

The consultant will also facilitate further discussion and discovery of lessons learned through the preparation for and the provision of a learning conference. Finally, the consultant will provide tools and capacity building support towards the improvement of PRC Planning, Monitoring, Evaluating, and Reporting (PMER) abilities in assessing the quality of internal evaluations going forward.

Background

On Friday, 8 November 2013, Typhoon Haiyan (locally known as Yolanda) tore through Central Philippines with an unprecedented fury — a combination of cyclonic winds (of more than 275 kph), heavy rains and tsunami-like storm surges. Described as one of the most powerful tropical cyclones ever, Haiyan caused colossal devastation. In its aftermath, more than 6,300 people had lost their lives while there was extensive destruction and damage to housing, livelihoods and infrastructure, leading to a drastic reduction in living conditions, income, and access to basic services. In all, more than 16 million people (some 3.4 million households) were affected, with more than 1 million houses destroyed or damaged.

Immediately following the typhoon, the Red Cross Red Crescent (RCRC) movement began relief activities largely consisting of interventions focused on the provision of food; emergency shelters; health care and medical services; water; essential household items; and improved sanitation. Four months after the disaster, the RCRC movement transitioned activities towards longer term recovery, initiating its Typhoon Haiyan Recovery Operation with interventions focused on improvements to shelter; livelihoods; water and sanitation (WASH); health services; education; and to community capacities related to disaster risk reduction (DRR).

Now, 24 months after the disaster, the Typhoon Haiyan Recovery Operation is well underway and approaching its mid-way point. Numerous evaluations and learning exercises have been undertaken by PRC and individual partners, however recommendations and key learnings have not been collected and compiled in a systematic fashion. This consultancy seeks to address this noted gap.

Consultancy Purpose and Scope

The RCRC Movement is committed to quality assurance, standards and a culture of learning in its disaster response, recovery and preparedness. To this end the PRC is seeking a consultant to provide support towards the compilation and reflection on lessons learned during implementation of the Typhoon Haiyan Recovery Operation focusing on the period March 2014 to date but will also build on the numerous lessons learned during the emergency phase (November 2013 – March 2014). The consultant will compile lessons learned from PRC, PNS, IFRC, and ICRC to highlight what is working well, what requires improvement, and what improvements should be made going forward. Additionally, the consultant will provide the PRC with the tools necessary to conduct similar learning and reflection activities going forward.

The consultancy is expected to last up to 35 days and will include the following:

Meta-Analysis of Evaluations To-Date

The consultant will be tasked with designing, coordinating, and executing a meta-analysis of the evaluations that have occurred to-date for projects operating under the Typhoon Haiyan Recovery Operation. This will include coordinating with PRC, PNS, IFRC, and ICRC, and to compile currently available evaluations and reviews. The Meta-Analysis will proceed in two stages:

The first stage will include the construction of an Evaluation Scorecard that will allow for objective determination of evaluation quality. Before lessons can be reviewed and compiled their validity and reliability should be assessed. The Evaluation Scorecard should be based on general accepted best practices in program evaluation and should be constructed in a clear and easily understood fashion.

The second stage will involve a systematic review and compilation of lessons to date (while accounting for quality). The Meta-Analysis should also take into account global learnings from evaluations of previous, large recovery operations as well as academic and governmental research as relevant. The results of the Evaluation Scorecard should be presented in the form of an Assessment Report on Evaluation Quality that should be shared with key project stakeholders in both written format and through an open presentation of the findings with accompanied discussion. Key recommendations on how evaluation results for individual evaluations should be interpreted should be highlighted in the report. The results of the meta-analysis will be summarized in an easy to read report highlighting common lessons and recommendations as well as uncommon ones that are applicable to the Haiyan strategy and implementing partners.

Additionally, the consultant should provide a separate training to PRC PMER staff on how the meta-analysis was undertaken. The training should include a presentation on how the Evaluation Scorecard was constructed and how it should be used. The consultant should also construct and supply an Evaluation Scorecard Use Guide that can be used by PRC PMER staff for reference after the consultancy has been completed. Following the training, PRC PMER staff should have the ability to utilize the Evaluation Scorecard for assessing the quality of future evaluations with little or no outside support.

Building on the written learning assessed in the Meta-Analysis of Evaluation to date, the consultant will conduct a stakeholder analysis comprising key informant interviews and focus group discussions with stakeholders from the PRC, PNS, IFRC, and ICRC in advance of a Mid-Term Learning Conference to be held in Manila in February. The purpose of the Mid-Term Learning Conference will be to assess the relevance of the learning to date, capture any additional potential learning, and assess efficient and effective ways to implement the lessons with the time remaining. The consultant will work alongside PRC PMER staff to provide presentation content and to facilitate discussions for the Learning Conference. Administrative and logistical arrangements for the conference will be managed by PRC staff.

The Learning Conference will be held in two stages: one designed for an internal audience and a second with external stakeholders such as INGOs, local NGOS, UN, Government, and beneficiaries.

The stage designed for internal audiences will focus on lessons learned and barriers to improvement and will provide solutions for current implementation. It should present summarized findings as determined by the consultant and should provide substantial time for open discussion among participants. The stage designed for external audiences will promote general lessons learned and provide guidance for future implementation. Additionally, the conference should culminate in recommendations for programmatic and organizational improvements based on the lessons learned. Outcomes of the internal conference and key recommendations should be compiled into a Conference Report for Mid-Term Haiyan Learning Conference that can be used as a reference going forward.

RFP - Comparative Review of The Pillowcase Project

The Global Disaster Preparedness Center (GDPC), a joint venture of the International Federation of Red Cross and Red Crescent Societies (IFRC) and American Red Cross, works with the Red Cross and Red Crescent (RC/RC) network in development and delivery of youth disaster preparedness education.

The GDPC is currently implementing an international pilot of The Pillowcase Project, a youth preparedness program designed and used by American Red Cross domestic chapters. With support from the Walt Disney Company beginning in 2014, The Pillowcase Project has expanded to Australia, Hong Kong, Mexico, Peru, United Kingdom, and Vietnam. The program’s 60-90 minute disaster preparedness lesson, which is delivered by Red Cross staff and volunteers, is designed to teach students (ages 8-11) about local hazards, basic psychosocial coping skills, and general preparedness actions. The curriculum aims to empower children with the confidence and skill-set to take appropriate actions in reducing the potential impact of disaster. Over the past two years, the national societies have explored the scalability of The Pillowcase Project’s modular design.

To validate and further inform the program model that will allow for successful implementation by any RC/RC national society, the GDPC is looking to collaborate with research partners in a ‘Comparative Review of The Pillowcase Project.’ The findings will help guide future Pillowcase Project developments, adaptability, and integration within national contexts and ultimately within The Comprehensive School-Safety Framework.

SUMMARY:

This position will provide leadership and management oversight of the American Red Cross’ programs in Bangladesh. The Representative will also further ARC’s strategic intent of increasing its reach and support to national societies in other South Asian countries, including India, Pakistan, and Afghanistan (with Nepal overseen by another Country Representative). The Representative will be responsible for ensuring that managerial, administrative, and financial procedures comply with ARC and Red Cross/Red Crescent Movement (RC/RC) policies while providing technical/program support in the implementation of the programs. In addition, the Representative will ensure effective coordination and planning as part of the overall programmatic strategies within International Response and Program (IRP) unit and the AMEE region.

The Country Representative will be based in Dhaka, Bangladesh with significant travel (up to 50%) to project communities in Bangladesh, as well as to other South Asian countries. The position will report directly to the AMEE Regional Director and maintains an integrated, collaborative relationship with the ARC’s Regional Office and HQ staff. AMEE Regional Director may assign additional specific program and/or management oversight responsibilities to the Country Representative in the future as needs dictate.

This is a full time position for a minimum of 366 days with the possibility of extension. This is an accompanied post.

RESPONSIBILITIES:

The Country Representative will have overall management responsibility for the Bangladesh delegation, and broader representational responsibilities for other South Asian countries (India, Pakistan, Afghanistan and Sri Lanka). Specific responsibilities include:

• Coordinates and cultivates relationships with relevant Movement partners (IFRC counterparts, PNS and host national societies) and external stakeholders on a regular basis to increase ARC’s support and programming in South Asia.
• Supervises and manages project-based field staff in Bangladesh and programs in other countries as they are developed. S/he also ensures that all staff have the appropriate training, clear position descriptions, and roles & responsibilities matrices that allows them to work together to manage the programs and adhere to fiscal and compliance requirements.
• Represents ARC as necessary in Red Cross/Red Crescent Movement meetings, donor meetings and other regional meetings in coordination with the Regional Director.
• At the direction of the Regional Director, in coordination with the IROC, assists with disaster responses as needed in countries throughout South Asia.
• Develops and grows ARC’s portfolio, in particular in Bangladesh, Pakistan, and Afghanistan, in line with AMEE Regional Strategy 2015-18.

BACKGROUND:

International Disaster Response (IDR) Reserves are disaster management professionals who have extensive experience in emergency operations management, coordination, or specific technical areas. In all cases the role of the IDR Reserves is to support the response and recovery activities of Red Cross and Red Crescent Movement disaster operations.

IDR Reserve employees are roster based on-call employees of the Red Cross and are paid only while working on disaster operations and on specific non-disaster assignments. They are expected to be available for disaster response deployments for a minimum of 4 weeks and no more than 6 months at a time, and must be available to either deploy internationally to areas of hardship immediately following a disaster, or provide remote support with minimum notification. IDR Reserves are reqired to successfully complete a medical clearance and background check process.

Travel is required on some IM/GIS IDR Reserve assignments.

RESPONSIBILITIES:

The American Red Cross is recruiting both Information Management Specialists and GIS Analysts to support international disaster responses. Please indicate on your resume or the application which area is your primary expertise.

These roles provide both deployed and remote support to the IFRC and Operating National Society (ONS) in order to facilitate effective response activities in keeping with IFRC/ONS disaster management strategy for a response operation.

Based on the emergency strategy and the support requested, the role may include the following responsibilities:

  1. Strategy and Program Support: Serves as the focal point or on a team responsible for geospatial and other information systems / databases on the emergency and relevant Red Cross / Red Crescent activities. Assesses the information needs of the response and recovery programs. Clarifies the purpose and intent of data sets and how consolidation and analysis will be linked to coordination and decision-making structures. Uses data collected to provide initial analysis that identifies gaps, overlaps, and bottlenecks by sector / area / program through maps and other produc ts as needed. Advocates and supports advocacy for best match of resources to needs based on the information and analysis.
  3. Reporting and Systems Development (Information Management Specific): Establishes and maintains an ongoing information system / database on the emergency; Develops and maintains relationships with other information points and key stakeholders to facilitate information exchange; Establishes rapid and effective reporting networks, develops electronic communication systems, facilitates internal communication systems, Prepares or supports preparation of situation reports and assists in preparation of communication documents, briefing papers, maps and final reporting; specifically responsible for IM products such as visual representation of information used in reporting and communication activities; Support Movement coordination with inter-agency coordination efforts across sectors.

Qualifications:

  1. Bachelor’s degree in relevant field is required; Master’s preferred.
  2. Minimum 5 years experience working with humanitarian organizations, through an appropriate combination of technical support, headquarters roles, and international emergency field work.
  3. Strong familiarity and/or direct experience in working with RC/RC National Society or other volunteer organizations.
  4. Excellent analytical skills, including the ability to synthesize, process and prioritize large amounts of information quickly.
  5. Strong understanding of data collection and management as well as significant computer literacy with moderate to advanced skills in MS Excel.

  12. On very short notice, deploys to international emergency field operations for response activities and is willing to work after hours during an emergency.

GIS Analysts:

  • Moderate to advanced skills in QGIS, ArcGIS, and Adobe Illustrator.

American Red Cross (ARC) seeks to hire a full-time GIS supervisor to support a new initiative in which the American Red Cross (ARC) and its partners will create a regional mapping hub in Voinjama, Liberia, and use it as a base to conduct rapid and detailed assessments of the border regions of Liberia, Guinea, and Sierra Leone – working closely with host Red Cross societies in those countries. The hub will act as a base for the mapping work and a center for community engagement, trainings, and events related to mapping, open data, and the use of technology for civic engagement.

The GIS supervisor will provide support to the new mapping hub, build a thriving OpenStreetMap (OSM) community, and act as a champion for the importance of mapping and open data. The GIS supervisor will train and supervise three local GIS staff based in Voinjama, will oversee the initial mapping and analysis in the border regions, and will lead/oversee volunteer trainings and community outreach events. He/she will engage with local partners, government actors, and other NGOs to promote open data and mapping within the region, and solicit stakeholder input into data needs to ensure that mapping results in useful products and synergistic inputs for Red Cross programs. All of this work will be conducted closely with Red Cross national societies in Liberia, Guinea, and Sierra Leone, as well as with American Red Cross National Headquarters and field delegates, and with partner organizations.

The GIS supervisor will split his/her time between Voinjama (including border areas for all three countries) and Monrovia, Liberia, in order to provide adequate support for the hub while also engaging with partners in the capital. The position will also require some travel to Washington and regional centers (e.g. Dakar). The GIS Supervisor will be based in Monrovia, Liberia.

The GIS Supervisor will receive close technical support from ARC’s GIS Team Lead and GIS Officer, and will report to the GIS Team Lead, in Washington, D.C.

This is an unaccompanied (non-family/spouse/partner/pet post).

This is a full time grant funded position for approximately 1-year in duration. Pending additional funding, the position may conclude after 9-months, or be extended for a full-year, or more.

SPECIFIC RESPONSIBILITIES:

• Support the establishment of a mapping hub in Voinjama:
o Assist with establishing the physical office, as necessary.
o Work with NHQ GIS staff to understand existing methodologies and new technical tools available for the project.
o Train local GIS staff to build capacity in mapping, mobile data collection, understanding of OSM principles and procedures, data analysis, and map production.
• Oversee the rapid assessment and detailed assessment mapping of areas within 15km of the regional borders:
o Consult on strategy and methods for the mapping.
o Work with local GIS staff to train volunteers in mobile data collection methods and purposes.
o Oversee volunteers’ efforts to ensure that the mapping is completed on time and to a high standard of quality.
o Work with the local GIS staff and NHQ to ensure that data are input into OSM, analyzed to determine priority areas, and mapped to show results to the local community.
• Use the mapping hub to build and support a thriving OpenStreetMap community:
o Lead/facilitate engagement events with local communities as well as partner organizations, government actors, etc., in order to explain the project and the role/importance of open mapping.
o Facilitate/host mapathons and other mapping events.
o Consult on strategy and methods for additional community-oriented tech trainings, ranging from basic computer skills to Microsoft Office to mapping-specific courses; work with local GIS staff to deliver the trainings.
o Work with ARC and local GIS staff to design new, community-oriented mapping projects once the initial assessments are complete.
o For future mapping projects, work with local GIS staff and ARC to analyze data and produce visually-compelling maps, infographics, and reports; work closely with other program staff to ensure that the maps provide useful insight to guide their regional programs.
• Promote an ecosystem of open data in Liberia and the region:
o Engage with volunteers and partner organizations to educate people about the value of open data and mapping as key infrastructure for humanitarian/development efforts.
o Ensure that all appropriate geographic data are uploaded to OpenStreetMap or other relevant, accessible repositories.
• Ensure timely submission of all required project reporting, including programmatic and financial reports – on monthly, quarterly and annual basis to ARC country office.
• Work closely with ARC and host national society teams to support the project’s collaborative partnerships with other Red Cross partner societies, HOT, MSF, the World Bank, local government agencies, and other relevant entities. Qualifications:

SUMMARY:

In response to Typhoon Haiyan (locally known as Yolanda), which made landfall on November 8, 2013, the American Red Cross is seeking an experienced Supply Chain Management & Warehouse Delegate to work with our partner, the Philippine Red Cross (PRC), in the recovery operation. The Typhoon Haiyan recovery operation aims to build community resilience through an integrated approach under a disaster risk reduction framework that includes primarily shelter and livelihoods options, which are linked to water, sanitation, hygiene and health strategies, using community mobilization while strengthening the Philippine Red Cross at the National Headquarters (NHQ) and Chapter levels.

The American Red Cross will be using an integrated programming approach in the Philippines which will require strong management for logistical components of the projects. Components of the shelter & settlements and water & sanitation sectors constitute 65% of the total program budget and entail significant procurement, receipt, storage and management of goods and materials.

The Supply Chain Management & Warehouse Delegate will lead support to and oversight of PRC for the management of all warehousing, supply chain and logistics associated with materials used in the recovery program.

This is a full time position for a minimum of 1-year with the possibility of extension. This is an unaccompanied post.

The position will be based in Tacloban, Philippines and will report to the Operations Delegate.

RESPONSIBILITIES:

The Supply Chain Management & Warehouse Delegate‘s responsibilities include but are not limited to:

o Lead support to and oversight of PRC for the management of all warehousing, supply chain and logistics associated with materials used in the recovery program;
o Support PRC in the hiring of staff/volunteer engagement for warehouse and logistical activities.
o Actively build the capacity of PRC staff and volunteers.
o Provide timely reports on procurement, logistics and warehouse status to the Operations Delegate
o Other work as assigned

Supply Chain:

o Work closely with the Operations Delegate to negotiate contracts, procure goods and services following ARC and PRC standard practices and keep documentation to full audit trail standards.
o Monitor and ensure compliance with procurement policies.
o Work closely with programs staff to accurately coordinate logistics support to field operations to include planning, acquisition, movement, maintenance, storage and distribution of materials, goods, equipment and supplies
o Coordinate the transportation and other formalities for incoming goods to ensure the timely receipt into stores/warehouses.
o Conduct distribution studies/research, monitor inventory and analyze requirements to develop strategies to better support service delivery objectives.
o Review and implement procedures and guidelines for the handling, storage and transportation of specific material types.
o Scrutinize all waybills to ensure delivered goods are of correct quantities and quality as manifested on the waybills.

Warehousing:

o Ensure that the storage facilities/warehousing are secure, fit for purpose, managed and meet health and safe working practice requirements.
o Ensure stores systems and procedures are in place to adequately manage and report on stocks in compliance with PRC/ARC logistics manual and procedures.
o Ensure accurate daily warehouse reports, stock management sheets, stock counts and all stock records are recorded on both paper and in electronic format
o Oversee stores record reconciliations; comparing stock data with procurement statistics and distribution data from program teams,
o Ensure all standards and exercises for stock accountability and records are in place and managed.
o Ensure that stock utilization and replenishment systems are adequate to maintain an adequate supply of basic commodities to facilitate the smooth operation of the program. Qualifications:

BACKGROUND**:

The American Red Cross (ARC) is part of the global Red Cross and Red Crescent (RCRC) movement, the world’s largest humanitarian network. Around the world RCRC national societies work alongside communities to prepare for, respond to and recover from disasters and other adversities. The Global Disaster Preparedness Center (GDPC) is a joint venture between the International Federation of Red Cross and Red Crescent Societies (IFRC) and the ARC. The GDPC aims to expand and enhance disaster preparedness (DP) capacities of RCRC national societies and other DP practitioners through a service, demand-driven approach.

The GDPC recently received an award from OFDA/USAID to pilot, in up to three countries in Southeast Asia, coalition-building to enable climate smart investments that promote community resilience. The project will be a prototyping and learning platform for a wider initiative – the One Billion Coalition (1BC) – that will offer opportunities for greater scaling globally. The vision for 1BC is to enable a much greater number of communities to initiate and sustain resilience activities that are climate smart and responsive to community needs and priorities.

The project will build on existing approaches to community assessment, problem-solving and outreach to individual, household, and small businesses on preparedness measures that have been developed by the RCRC network. With guidance from the RCRC Climate Centre, through tools such as the Climate Training Kit, many of these methodological approaches are already being adapted to better integrate attention to climate-related risks in assessment and program design and to minimize the potential for mal-adaptation in solutions that are adopted.

Building on these existing approaches, the project will focus on creating and bundling relevant tools and resources to make them easily available and applicable, even for use in do-it-yourself fashion. Additionally the program will entail a city-wide civic process to build local coalitions (as partnerships with a shared vision and mutual interests) in order to guide and foster work at the community level while tapping the wide range of resources available in cities. This coalition-building process will draw on the convening power of the RCRC, and engage a wider set of interested stakeholders from local government, other civil society organizations, the private sector, academia, and community volunteers to identify and pursue locally developed solutions for resilience and climate change adaptation. The Red Cross will also facilitate coordination between these local coalitions and relevant national climate related focal points and regional institutions to ensure local solutions are considered in the national and international level planning processes.

After a series of regional inception activities, the project activities will be prototyped in 5 coastal cities in the first pilot country, focusing in particular on addressing climate-related risks, e.g. changing precipitation patterns, increased coastal flooding, storm surge, and sea level rise. Based on lessons from the initial prototyping, the project will expand in the same pilot country to an additional 5 coastal cities and regionally in Phase 2 to a further 10 cities/townships in up to 2 other countries in Southeast Asia.

POSITION SUMMARY**:

Based on the current OFDA/USAID funding obligation, the position would last 18-24 months. Further obligations toward the total approved OFDA/USAID award are expected based on project performance, which would provide the opportunity to extend the term of the position.

The Urban Resilience Coordinator will guide the regional design and implementation of the project, supporting the RCRC National Societies that are selected to participate in the project to engage in, co-design, and implement the planned project activities. For project management and reporting, the Urban Resilience Coordinator will report to the global project manager based with the GDPC, with close coordination responsibilities to the ARC regional director and to the ARC country director(s) once pilot countries are selected.

The Urban Resilience Coordinator will be based initially within the ARC regional delegation in Bangkok and will report to the ARC regional director for administrative and security issues and consult with the regional director to ensure alignment of project activities with ARC regional priorities. The Urban Resilience Coordinator will also work closely with IFRC colleagues to ensure alignment with regional One Billion Coalition goals and objectives. Once country level activities begin in the first pilot country, the location for the position may remain in Bangkok or shift to that country for a period of time to enable closer engagement.

RESPONSIBILITIES**:

  • Provide guidance and technical assistance to RCRC National Societies participating in the project.
  • Provide ideas and other design input to development of city coalition-building tools and services to be created or refined under project.
  • Coordinate with global project manager to ensure: Fulfillment of OFDA/USAID grant requirements; close linkages with One Billion Coalition initiative toward which the project is providing prototyping activities; positive engagement from RCRC National Societies participating in the country and the country partner organizations.

The Typhoon Haiyan recovery operation aims to build community resilience through an integrated approach under a disaster risk reduction framework that includes primarily shelter and livelihoods options, which are linked to water, sanitation, hygiene and health strategies, using community mobilization while strengthening the Philippine Red Cross at the National Headquarters (NHQ) and Chapter levels.

The American Red Cross will be using an integrated programming approach in the Philippines which will require strong management for logistical components of the projects. Components of the shelter & settlements and water & sanitation sectors constitute 65% of the total program budget and entail significant procurement, receipt, storage and management of goods and materials.

The Supply Chain Management & Warehouse Delegate will lead support to and oversight of PRC for the management of all warehousing, supply chain and logistics associated with materials used in the recovery program.

This is a full time position for a minimum of 1-year with the possibility of extension. This is an unaccompanied post.

The position will be based in Tacloban, Philippines and will report to the Operations Delegate.

RESPONSIBILITIES:

The Supply Chain Management & Warehouse Delegate‘s responsibilities include but are not limited to:

o Lead support to and oversight of PRC for the management of all warehousing, supply chain and logistics associated with materials used in the recovery program;
o Support PRC in the hiring of staff/volunteer engagement for warehouse and logistical activities.
o Actively build the capacity of PRC staff and volunteers.
o Provide timely reports on procurement, logistics and warehouse status to the Operations Delegate
o Other work as assigned

Supply Chain:

o Work closely with the Operations Delegate to negotiate contracts, procure goods and services following ARC and PRC standard practices and keep documentation to full audit trail standards.
o Monitor and ensure compliance with procurement policies.
o Work closely with programs staff to accurately coordinate logistics support to field operations to include planning, acquisition, movement, maintenance, storage and distribution of materials, goods, equipment and supplies
o Coordinate the transportation and other formalities for incoming goods to ensure the timely receipt into stores/warehouses.
o Conduct distribution studies/research, monitor inventory and analyze requirements to develop strategies to better support service delivery objectives.
o Review and implement procedures and guidelines for the handling, storage and transportation of specific material types.
o Scrutinize all waybills to ensure delivered goods are of correct quantities and quality as manifested on the waybills.

Warehousing:

o Ensure that the storage facilities/warehousing are secure, fit for purpose, managed and meet health and safe working practice requirements.
o Ensure stores systems and procedures are in place to adequately manage and report on stocks in compliance with PRC/ARC logistics manual and procedures.
o Ensure accurate daily warehouse reports, stock management sheets, stock counts and all stock records are recorded on both paper and in electronic format
o Oversee stores record reconciliations; comparing stock data with procurement statistics and distribution data from program teams,
o Ensure all standards and exercises for stock accountability and records are in place and managed.
o Ensure that stock utilization and replenishment systems are adequate to maintain an adequate supply of basic commodities to facilitate the smooth operation of the program. Qualifications:

QUALIFICATIONS:

o BA/BS in international studies, social work, business management, public administration or equivalent experience required, with advanced degree preferred.
o Five or more years of international development or relief experience, with a history in logistics management.
o Robust knowledge of inventory tracking systems.
o Demonstrated experience in supply chain and warehouse management, procurement, and logistics.
o Demonstrated experience in humanitarian relief and recovery setting is essential and previous work experience in Philippines is desirable.
o High degree of competence in planning, project management, team building and management of local staff members and/or volunteers.
o Demonstrated ability to identify, negotiate with and manage relationships with vendors.
o Demonstrated ability to adapt and work effectively in dynamic and demanding operational environment.
o Experience and familiarity with Red Cross/Red Crescent Movement highly desirable.
o Excellent interpersonal skills; ability to work effectively and in a collegial fashion with people from a wide range of backgrounds and cultures.
o Ability to prioritize, meet deadlines, and achieve results through collaboration.
o Computer proficiency, especially in MS Office required.
o Up to 40% regional travel required.
o Familiarity with the Red Cross and Red Crescent network highly desirable.
o Fluency in English is required; knowledge of Tagalog is highly desirable.

SUMMARY:

SUMMARY:

In response to Typhoon Haiyan (locally known as Yolanda), which made landfall on November 8, 2013, the American Red Cross is seeking an experienced Livelihoods and Disaster Risk Reduction (DRR) Delegate (one position) to work with our partner, the Philippine Red Cross (PRC), in the recovery operation. The Typhoon Haiyan recovery operation aims to build community resilience through an integrated approach under a disaster risk reduction framework that includes primarily shelter and livelihoods options, which are linked to water, sanitation, hygiene and health strategies, using community mobilization while strengthening the Philippine Red Cross at the National Headquarters (NHQ) and Chapter levels.
The Livelihoods and DRR delegate will provide technical assistance and capacity building support to the national teams in Livelihoods and DRR building on the foundation of the first year’s implementation.
This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied (non-family, non-spouse/partner, post.
The position will be based in Tacloban, Philippines and will report to the Head of Programs.

RESPONSIBILITIES:

The Livelihoods and DRR delegate will be responsible for the provision of coordination and support as well as strategic planning and technical guidance on activities within the area of Livelihoods and DRR. He/She will play a leading role in designing and formulating appropriate project proposals and assistance activities to be incorporated into the relevant Delegation programs. Moreover, he/she will support the program team in the planning, design, implementation, supervision, and potential expansion/development and administration of technical Livelihoods and DRR interventions.

He/She will work under the direct supervision of the Head of Programs while maintaining technical relationships with the Philippine Red Cross Sector Heads.
Livelihoods:

  • To further enhance existing PRC’s Livelihoods Recovery Framework by identifying additional strategies that align with the Leyte context including the needs, interests and capacities of the target communities and PRC/ARC national staff; this will include:
  • An assessment of the current approach and an identification of the main strengths and weaknesses.
  • Identifying additional interventions that enable PRC and communities to identify and plan specific livelihoods interventions that will contribute to communities’ further resilience in both rural and urban settings.
  • Support the concept papers and proposals for sustainable livelihoods interventions as needed.
  • Support the national team in their work-planning and roll-out of current and any new interventions.
  • Provide technical assistance, mentoring and coaching to the PRC/ARC national team.
  • Assess the emerging PRC DRR strategy and workplan for the national, chapter and community level.
  • Ensure the field activities are supported technically, logistically, financially and operationally with all necessary resources.
  • Ensure integration of program activities to all other sectors where feasible.

Disaster Risk Reduction (DRR):

  • Identify opportunities to incorporate disaster risk reduction practices (e.g. early warning and preparedness planning) into livelihood recovery programs and other PRC/ARC recovery sectors (housing, water and sanitation, health).
  • Assess the PRC DRR strategy to build capacity of communities/schools/PRC to effectively prepare for, respond to and mitigate disasters; identify key interventions that would enhance the quality and sustainability of the DRR strategy.
  • With the newly hired DRR national staff and support of Sr. Community Organizers, draft a workplan for the remainder of FY16 and for FY17.
  • Support the roll-out of the workplan.
  • Ensure the field activities are supported technically, logistically, financially and operationally with all necessary resources.
  • Ensure integration of program activities to all other sectors where feasible. Qualifications:

QUALIFICATIONS:

  • Four-year degree in international development, disaster risk management or related field required. Masters’ degree preferred.
  • A of Minimum 5 years’ experience working within international development, including direct experience managing a national Livelihoods program
  • Demonstrated ability in managing projects, including project design, proposal development, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
  • At least 5 years’ experience working with disaster risk reduction, resilience building programs and/or projects. Experience in community managed/based disaster risk reduction is a great asset.
  • Demonstrated experience exploring, managing and strengthening partnerships.
  • Excellent analytical and organizational skills – innovative thinker.
  • Experience developing and leading trainings, workshops, evaluations, etc.
  • Ability to create a team environment and coordinate with other departments. And the ability to manage time, prioritize tasks, respond quickly to requests.
  • Excellent communication (English), inter-personal and problem solving skills. And a working understanding of Philippines would be an asset.

1.Background

A devastating earthquake, measuring 7.8 on the Richter scale, hit Nepal on April 25, 2015. It was followed by a series of over 400 aftershocks for over a month. The disaster affected eight million peo­ple, killing more than 8500 and injuring over 22,000. The severely affected areas included some of the districts where American Red Cross (“ARC”) already had a presence, e.g. Nuwakot, Rasuwa and Makwanpur. The Red Cross Movement has been providing a large amount of emergency assistance through Nepal Red Cross Society (“NRCS”) national and chapter level interventions, the Emergency Response Units, and Partner National Society (PNS) bilateral work.

2.Scope of project/program

Immediately after the earthquake, the ARC started operations in the selected districts in partnership with NRCS by distributing relief package in the earthquake affected districts. Subsequently, multiple projects have been designed and executed by ARC to meet the immediate needs and priorities of the earthquake affected population.

Currently, the NRCS has been implementing relief and recovery-based activities in three districts of Nepal (Nuwakot, Rasuwa and Makwanpur) with the support of ARC. After the earthquake, most of the projects supported by ARC were with shorter timeframe, and providing immediate assistance to the earthquake affected people. The recovery program, however, is designed for three years aiming to support in the areas of Shelter, WASH, Health, Livelihoods, Community Mobilization, and Organizational Development of NRCS.

3.Purpose of evaluation

The purpose of this evaluation is to understand ARC's position in delivering response programs, combining the bilateral projects that ARC supported over a year, April 2015 to April 2016. The evaluation will also assess relevance, efficiency, effectiveness, and record some important stories (success/failure) and good practices from a learning and improvement standpoint.

4.Objectives of evaluation

i. Assess performance of post-earthquake projects that were previously implemented and also ongoing, in relation to the results identified in the project documents.

ii. To provide inputs for new program approach or implementation review of ARC response and recovery programming since the earthquake in Nepal.

iii. Make recommendations, based on best practices and lessons learned, for strengthening program strategies, management and implementation of ongoing operations in Nepal.

5.Scope of Work

i. Developing evaluation methodology and work plan

ii. Data collection and analysis

iii. Report writing

6.Methodologies

The methods could include, but would not necessarily be limited to, the following:

i. Desk review of key documents, including strategy documents, prior evaluation reports, monitoring reports and other documents judged relevant.

ii. Literature search and review of materials on the environment in which the program operates, and recent developments that impact objectives and activities.

iii. Interviews with key project/program staff.

iv. Interviews/focus group discussions with representatives of the project/program stakeholders (NRCS, community members, key informants, past evaluators, donors, etc.)

v. Physical inspection of some products or facilities and/or measurement of environmental factors affecting results.

vi. Review of evaluations and annual reports of other programs in the same sector and with the same/similar target population.

vii. Observation of project activities.

7.Deliverables

Following are the key deliverable for the evaluation; Final report should be submitted not latter that July 31st, 2016. The templates for the deliverable will be provided by ARC:

i. Inception report

ii. Finalized data collection instruments

iii. Draft report

iv. Final report

8.Required Qualifications

ARC is seeking a competent professional to undertake this evaluation. It is anticipated that the following skills and experience will be represented:

i. Demonstrated experience in leading evaluations of response and recovery projects/programs.

ii. Demonstrated experience in quantitative and qualitative data collection and analysis.

iii. Candidate with Red Cross experience preferred.

iv. Professional work experience in Nepal/South Asia preferred.

v. Fluency in English required.

POSITION SUMMARY:

This position is based at our national headquarters office in Washington, D.C. with the option to work from home 1-2 days per week (D.C. metro only).

The Sr. Associate will be responsible for coordinating and administering activities pertaining to contract development, the selection and award process and post award contract administration, as well as the generation of international operating agreements within the Red Cross movement and with other international humanitarian organizations. RESPONSIBILITIES:

  • Manage and prioritize a constantly changing portfolio of grant agreements, contracts, MOU's, PMN's, and other agreements, ensuring their timely processing and execution required to support ARC’s global humanitarian mandate.
  • Draft grant award documents, contracts, and agreements, facilitate, prioritize and monitor the efficient processing of various documents through all processes required for approval.
  • Provides technical support to program officers as needed in the preparation of Pledge Management Notes (PMNs) for the International Federation of Red Cross and Red Crescent Societies (International Federation) and other Red Cross Movement partners.
  • Lead and coordinate collaboration with the Office of General Counsel, Finance, Compliance, Risk Management, and external partners and vendors for coordination and resolution of grant/contract/agreement related issues pertaining to the Haiti Assistance Program as well as other ISD units, ensuring compliance with ARC policies.
