Summary:

The M&E Advisor provides technical assistance in monitoring and evaluation and learning for American Red Cross International Services programs, in particular the International Response Operations Center. S/he reports to the Quality and Learning Director and works within the Quality and Learning Unit. The M&E Advisor provides technical support to program quality and consistency including: program design, rapid emergency assessment methodology, monitoring and monitoring planning, reporting, and evaluations for response. The M&E Advisor also stays abreast of current developments in evidence-based response in the humanitarian field.

Responsibilities:

Support monitoring and evaluation activities in close collaboration with the International Response Operations Center, and with the Regions, Haiti Assistance Program, and other units within International Services.

Develop quality monitoring and evaluation systems for response and longer term programs considering assessment, design, development, donor requirements, resources and capacities, and current best practices in the humanitarian sector.

Develop project-specific monitoring tools in collaboration with International Response Operations Center, program managers and the region based Quality and Learning Delegates.

Support or directly develop, depending on need, the design and implementation of baseline, mid-term and end of project evaluations, surveys and other components of the programs’ M&E system.

Provide M & E technical advisement to programs, projects and larger portfolio.

Lead and support the International Response Operations Center in learning activities and incorporating lessons learned from industry and Red Cross experiences.

Design and lead After Action Reviews for, and disseminate the learnings from, American Red Cross international disaster responses.

Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.

Provide technical support for the integration of all of International Services technical sectors; disaster risk reduction, climate risk reduction, health, shelter, and water and sanitation, as well as cross cutting areas such as livelihoods, gender, age and environment.

Directly contribute to the development and implementation of M&E tools and systems to improve American Red Cross and Red Cross/Red Crescent Movement ability to collect, interpret and aggregate data that demonstrate impact and program accountability.

Build upon industry and Red Cross experiences to improve consistency, quality and practicality of monitoring and evaluation and learning strategies; promote dissemination and use of lessons learned within international partner organizations.

Collaborate with Regional Quality & Learning Delegates and Program Officers to assure M&E components are of high quality and improve processes and practices in data analysis.

Provide training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.

Collect lessons learned from programs to inform International Response and Programs Results Framework and Program Frameworks for future program design and implementation.

Support selection and management of M&E consultants and their outcome reports.

Provide quality and timely submission of all required project reports.

Provide support, when requested, for international response to disasters.

Qualifications:

Bachelor’s Degree in International Development or related discipline with expertise in research methods required; Master’s Degree preferred. A minimum of 5 years experience in international humanitarian organization monitoring and evaluation and recovery programming required. A thorough understanding of the state of evidence-based response and current best practices in the humanitarian sector. Expertise in quantitative and qualitative research and evaluation methods, including sampling and surveys is required. A minimum of 2 years experience in international field-level project implementation, higher level program quality assurance and supervisory role preferred. Prior experience leading M&E portion of successful donor proposals preferred. Recent experience in statistical and database software (e.g. Stata, SPSS, access, Atlas Ti, etc) preferred. Excellent English verbal and written communication skills required. Language competencies a plus.

SUMMARY:

The Monitoring and Evaluation Lead (M&E) is responsible for the technical leadership for the monitoring and evaluation of American Red Cross International programs. In particular, this position will assist the department build a stronger evidence base and use this evidence in practice to ensure quality and sustainable programs are designed and implemented. S/he will report to the Director of International Quality & Learning.

RESPONSIBILITIES:

· Provide technical M&E support and guidance to American Red Cross programs throughout the project cycle stages (identification, assessment, analysis, design, planning, implementation, monitoring & evaluation) to ensure program quality, effectiveness and sustainability.

· Provide high quality technical and advisory support to field operations, including training and capacity building on tools and materials from other similar projects within and outside of Red Cross.

· Lead the development and implementation of strategies/mechanisms to improve.
ARC ability to collect, interpret and aggregate data to demonstrate impact and enhance program accountability.

· Develop or contribute to designing tools, guidelines and associated methodologies to better measure and build an evidence base on resilience programming, particularly collaborating with ARC’s Global Disaster Preparedness Center to develop methodologies to measure resilience as part of the Red Cross/Red Crescent Global 1 billion campaign, with an emphasis on measuring coalition-led campaigns operating at scale.

· Leading the M&E team to develop and roll out innovative global quantitative and qualitative methods and tools across regional programs.

· Coach and mentor ISD M&E staff, including supervising the national HQ M&E team.

· Represent ARC M&E interests and collaborate with counterparts within the Red Cross/Red Crescent movement.

· Represent ARC with counterparts at international, government, non-government agencies to engage in shared learning dialogues.

· Represent ARC M&E/research interests at international meetings, forums and networks in humanitarian and M&E communities.

· Support M&E team to ensure that lessons learned from project and program evaluations influence future project selection, design and implementation.

· Develop and implement strategies to increase and improve capacity throughout
ARC and the Red Cross Movement for M&E, and support systems for quick scaling-up in response to large disasters.

· Form research partnerships with academic institutions and nongovernmental organizations to explore new methodologies and opportunities in operational research.

QUALIFICATIONS:

· Master’s degree required in Social Sciences, International Development or related discipline with expertise in research methods.

· Minimum 7 to 10 years of relevant experience, with at least five years living and working in developing or crisis-affected countries. Previous management experienced required.

· Experience with evaluation or research design, M&E frameworks, data collection and analysis.

· Experience training and mentoring staff in M&E and research skills.

· Experience representing organizations in public forums in the humanitarian community.

· Knowledge and usage experience of software packages such as NVivo, SPSS and R preferred.

· Expertise in quantitative and qualitative research and evaluation methods including sampling, surveys and data visualization.

· Demonstrated experience of successful teamwork, good presentation/facilitation skills and excellent verbal and written communication skills required.

· Proven track record in leading M&E portion of winning proposals or operational research grants; USG/USAID experience preferred.

· Position will require up to 25 to 35% travel.

World: International Disaster Reserves/Roster: Information Management & GIS Technical Specialists

BACKGROUND:

International Disaster Response (IDR) Reserves are disaster management professionals who have extensive experience in emergency operations management, coordination, or specific technical areas. In all cases the role of the IDR Reserves is to support the response and recovery activities of Red Cross and Red Crescent Movement disaster operations.

IDR Reserve employees are roster based on-call employees of the Red Cross and are paid only while working on disaster operations and on specific non-disaster assignments. They are expected to be available for disaster response deployments for a minimum of 4 weeks and no more than 6 months at a time, and must be available to either deploy internationally to areas of hardship immediately following a disaster, or provide remote support with minimum notification. IDR Reserves are reqired to successfully complete a medical clearance and background check process.

Travel is required on some IM/GIS IDR Reserve assignments.

RESPONSIBILITIES:

The American Red Cross is recruiting both Information Management Specialists and GIS Analysts to support international disaster responses. Please indicate on your resume or the application which area is your primary expertise.

These roles provide both deployed and remote support to the IFRC and Operating National Society (ONS) in order to facilitate effective response activities in keeping with IFRC/ONS disaster management strategy for a response operation.

Based on the emergency strategy and the support requested, the role may include the following responsibilities:

  1. Strategy and Program Support: Serves as the focal point or on a team responsible for geospatial and other information systems / databases on the emergency and relevant Red Cross / Red Crescent activities. Assesses the information needs of the response and recovery programs. Clarifies the purpose and intent of data sets and how consolidation and analysis will be linked to coordination and decision-making structures. Responsible for IM / GIS products such as visual representation in assessments, planning and reporting.
  2. Information and Data Analysis: Identifies data / analysis / information needs to support decision-making. Establishes geospatial and other data collection and processing systems; Collects, collates, analyzes, and disseminates geospatial and other information regarding the plans and actual service delivery of major assistance providers. Uses data collected to provide initial analysis that identifies gaps, overlaps, and bottlenecks by sector / area / program through maps and other produc ts as needed. Advocates and supports advocacy for best match of resources to needs based on the information and analysis.
  3. Reporting and Systems Development (Information Management Specific): Establishes and maintains an ongoing information system / database on the emergency; Develops and maintains relationships with other information points and key stakeholders to facilitate information exchange; Establishes rapid and effective reporting networks, develops electronic communication systems, facilitates internal communication systems, Prepares or supports preparation of situation reports and assists in preparation of communication documents, briefing papers, maps and final reporting; specifically responsible for IM products such as visual representation of information used in reporting and communication activities; Support Movement coordination with inter-agency coordination efforts across sectors.

Qualifications:

  1. Bachelor’s degree in relevant field is required; Master’s preferred.
  2. Minimum 5 years experience working with humanitarian organizations, through an appropriate combination of technical support, headquarters roles, and international emergency field work.
  3. Strong familiarity and/or direct experience in working with RC/RC National Society or other volunteer organizations.
  4. Excellent analytical skills, including the ability to synthesize, process and prioritize large amounts of information quickly.
  5. Strong understanding of data collection and management as well as significant computer literacy with moderate to advanced skills in MS Excel.
  6. Additional skills with databases, web design and programming, script coding, and internet technologies are an added asset.
  7. Experience with graphic design and the ability to translate digital information into graphic presentations. Information and GIS products are intended for different audiences, utilizing a mixture of text, charts, graphs, and other visual displays of information to effectively communicate complex geospatial and other information.
  8. Knowledge of and experience with GIS tools and ability to produce basic maps in the field and as needed for IM / GIS products is highly desirable though mapping can often be supported remotely.
  9. Good understanding of humanitarian responses, the actors involved, and the role of evidence-based decision making upon the delivery of humanitarian action.
  10. Strong interpersonal skills and experience with teamwork and coordination. Information managers often need to bridge the communication between decision makers, coordinators, etc. and technical personnel responsible for delivering various technologies aimed to assist in data collection, storage, or analysis.
  11. Strong attention to detail, and ability to identify gaps and take the initiative to address them.
  12. On very short notice, deploys to international emergency field operations for response activities and is willing to work after hours during an emergency.
  13. Requires fluency in English (spoken and written) and a knowledge of additional languages preferred.
  14. Adheres to the RC principles and values.

GIS Analysts:

  • Moderate to advanced skills in QGIS, ArcGIS, and Adobe Illustrator.
  • Knowledge of mobile data collection and survey techniques using OpenDataKit and Magpi a plus.

Information Management Specialists:

  • Writing and communication skills are essential.
  • The ability to craft analytical narrative from findings of information management processes is critical to the ability to disseminate and effectively use information.

Haiti: Knowledge Management Delegate

BACKGROUND:

The ARC Haiti Assistance Program (HAP) was established to direct the organization’s response to the 7.0 magnitude earthquake that struck on January 12th, 2010 in Port-au-Prince, Haiti. This year marked the five year anniversary of the earthquake. Many organizations are scaling down, and while ARC will continue to program in Haiti through its directly implemented projects and in collaboration with the Haitian Red Cross (HRC) and local and international partners, this transitional period is a critical time to start identifying and capturing key lessons learned which have emerged from the complex emergency response and recovery operation.

SUMMARY:

ARC seeks a qualified Knowledge Management Delegate to develop a knowledge management and lessons learned strategy and learning products for both internal and external dissemination and consumption. This will culminate in two key outputs: 1) An international gender conference in January 2016 and a Haiti learning conference in January 2017 to be held in Haiti; 2) Documentation, dissemination and institutionalization of learning products within ARC and HRC.

The Knowledge Management Delegate will coordinate and support the two international conferences. S/he will also research, examine, collect, and develop sectoral and technical information/content from the ARC HAP Delegation, as well as from Red Cross/Red Crescent Movement partners, local and international partners, the result of which will be greater institutional learning within ARC, the RCRC movement (to include HRC) and broader public consumption within the humanitarian aid/development industry.

The Knowledge Management Delegate will coordinate the learning process and knowledge management with the HAP Delegation Accountability, Monitoring, Evaluation and Learning (AMEL) team. S/he will be supported by the AMEL Delegate and Senior Learning Manager. S/he will also closely coordinate the learning efforts with ARC Regional and Headquarters Quality and Learning units.

The learning must be linked to action, as it is critical for improving processes, procedures and ensuring future success of program and operation management.

This position reports to the Country Representative and may require up to 40% travel in country.

This is a full-time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied (non-family, non-spouse/partner) post.

RESPONSIBILITIES:

  • Contributes to the development of a learning culture within ARC Delegation in Haiti in close collaboration with ARC’s Accountability, Monitoring and Evaluation and Learning (AMEL) unit, Deputy Country Representative–Programs, Technical Coordinator and Program Managers.
  • Coordinates the Haiti learning efforts with ARC Regional and Headquarters Quality and Learning units, and explores opportunities for sharing lessons learned at regional and global scales.
  • Keeps abreast with knowledge management efforts being undertaken by different organizations to learn from their efforts to set up the knowledge management strategy.
  • Develops strategies and systems for the knowledge management process to include but is not limited to: collecting, managing and disseminating lessons learned from program sectors and technical units; identifying emerging concepts, technologies and common themes; documenting reviews and recommendations, evaluating challenges and successes; developing after action reports; creating case studies.
  • Coordinates and works in close relationship with Deputy Country Representative– Programs and Technical Coordinator in developing knowledge management strategy and for ensuring the active support of Program Managers and Technical Advisors.
  • Identifies and documents innovative strategies and better practices implemented throughout HAP programming. Examines both challenges and successes. Sample areas include: urban planning, urban development, shelter, housing, livelihoods, disaster risk reduction, community health, community engagement, accountability to beneficiaries, assessment tools, GIS, gender, youth, partnerships management and government relations.
  • Explores scalability of such initiatives and contributes to global knowledge base in key areas of work where ARC has used innovative approaches to programming; encourages staff to author or co-author articles for research, policy and advocacy publications.
  • Provides technical leadership, guidance and managerial oversight of knowledge management and organizational learning activities both within the ARC Delegation in Haiti and externally to implementing partners and the Red Cross Red Crescent Movement.
  • Coordinates with implementing partners and Red Cross Red Crescent Movement partners to improve knowledge sharing systems, processes and tools in support of adaptive learning.
  • Works with ARC program staff to identify main learning themes in each given program, how to capture best practices and challenges, and create easily communicable and relevant materials.
  • Designs, facilitates and coordinates learning events.
  • Promotes learning within the ARC country team and in external sectors as relevant through the development of a range of products. Products can be focus groups, workshops, reports, communication pieces with visual components, submission and inclusion of papers to academic journals and humanitarian aid/development industry publications and non-traditional means to communicate information for learning, such as a podcast series.
  • Works with HRC to examine and document lessons learned on successes and challenges of capacity building, OD approaches, branch development, and coordination for response/ recovery and surge and scale down.
  • Integrates knowledge management into current project cycles where applicable.
  • Develops a lessons learned dissemination plan that is strategic in its approach, functionality and impact.
  • Perform any other work related duties and responsibilities that may be assigned by line manager.

QUALIFICATIONS:

  • Bachelor’s Degree in international development, management, communications or related field; Master’s Degree preferred.
  • Five years experience in the design and delivery of learning products, knowledge management, coaching and mentoring activities, conducting focus groups, conference planning and coordination, cross cutting workshops with multiple stakeholders from a range of sectors, facilitating learning events, developing and implementing learning strategies.
  • Proven ability to convey complex information in a clear, concise and accessible manner.
  • Excellent interpersonal, communication and networking skills with a demonstrated ability to influence at all levels, formally and informally.
  • Excellent writing skills with a demonstrated ability to collate large amounts of information utilizing both a reflective and analytical approach.
  • Ability to foster collaborative, transparent and accountable relationships with partners.
  • Experience working in Haiti during the post-earthquake phase; good knowledge of international development issues, trends and approaches.
  • Flexible and adaptable to changing working conditions.
  • Experience supporting complex initiatives. Able to prioritize and meet deadlines.
  • Experience working with the Haitian Red Cross preferred.
  • Proficiency in French and English required.
  • Actively work towards the achievement of global and specific (Haiti) goals of ARC.

World: Consultancy: Business Continuity and the Red Cross Network

Background

The Global Disaster Preparedness Center (GDPC) looks to offer a scalable and adaptable suite of business continuity tools and services, developed in partnership with committed stakeholders and subject matter experts, for use globally by Red Cross and Red Crescent (RC/RC) National Societies (NS).

The primary aim is to build the disaster resilience of small and medium-sized enterprises.

The secondary aim is to better position NS among business communities to facilitate multi-faceted investment toward safer communities.

In order to achieve these aims, the GDPC will build on work done by the American Red Cross as part of its Ready Rating[1] self- guided assessment tool, which provides a benchmark for indicating disaster readiness within the United States. Globally, the ambition is to develop a recognizable Red Cross branded certification tool, similar to Energy Star, Good Housekeeping, Five-Star Safety or LEED.

This initiative responds to growing recognition by national societies of the importance of engaging the business community in resilience building efforts. For national societies and the business community, a number of direct and indirect benefits are expected as part of this initiative:

  • Quicker recovery time for the entire community following a disaster. In order for a community to recover most effectively after a disaster, recovery of local businesses following disasters needs to be expedited. This can be achieved by reducing risk through business continuity programming. While there has been an emphasis on achieving quick recovery for government and community services following a disaster, a missing link is a focus on the local economy and providing support for small and medium-sized enterprises. Strong local economies and partnerships are needed for an effective and efficient recovery given the direct correlation to getting affected people back on their feet, whether through employment or via functioning local markets.
  • Reduction in the impact of disasters. In 2013, economic losses from catastrophes worldwide were USD 140 billion. Insured losses amounted to USD 45 billion and were mostly driven by flooding and other weather-related events, meaning that the majority of economic losses were uninsured. Insurance coverage for losses in developing countries is even less than these global figures portray. Additionally, disaster events continue to generate increasing financial losses alongside ongoing economic development.[2] By reducing risk at the onset, the overall economic losses and other impacts following disasters will be reduced.
  • The engagement of the business community as a part of larger civil society networks will create bridges between different stakeholders through the use of tangible tools and resources. By engaging with the business community before a disaster, and not just post-disaster through traditional donation channels, these tools and services will build stronger, more sustainable relationships between the national societies and business communities through mutual interests and incentives that are likely to result in greater concerted investment in building community resilience.

The GDPC is working closely with a number of different stakeholders from academia, the private sector and the Red Cross and Red Crescent network as part of a multi-stakeholder group to develop this initiative. This group has been convened to ensure the development of key elements of the initiative are technically sound, meet applicable standards, respond to needs of different stakeholders and are relevant in different contexts.

During the proposed consultancy, this advisory group will play a role in reviewing and vetting the materials developed. Participation will inform viable opportunities for NS to support resilience building with the private sector as well as NS who are willing to pilot the proof of concept that will be generated by this collaboration, to meet the needs of different NS and business communities.

Consultancy

The GDPC seeks consultancy services to contribute to the overall design and implementation of the business continuity initiative. This role will be focused on providing direct input into the development and prototyping of tools and services.

The consultant(s) will support the project for an initial three month period with the possibility of extension based results and ongoing needs as outlined in an operational plan. Engagement on this project will include a combination of desk work including research, virtual meetings as well as in person collaboration. This role will support the review and refining of concepts and ideas put forward by working groups facilitate by the GDPC and IFRC.

Specific outputs will include:

  1. Inception report to better define the following deliverables
  2. Drafting and revision of the business continuity assessment to be used in the pilot
  3. Design of pilot guidance and materials for national societies
  4. Piloting of the business continuity assessment in selected countries
  5. Review of findings from pilot activities, including possible improvements/revision to pilot tools
  6. Development of Strategic Plan and Operational Model[3]

Requirements/Skills and experience sought:

  • The GDPC seeks expertise and knowledge of business continuity and risk management particularly as it relates to small and medium size enterprises.
  • The qualified consultant will have demonstrated interest in developing community resilience and a willingness to support the development of a suite of tools and services to support national society engagement in the area of business continuity with the local business community.
  • Experience with different markets and cultures will be important.
  • As this work will likely interact with representatives from different lines of business and potentially competitors, a standard non-disclosure agreement may be required.

All activities related to this project will be subject to the principles and values of the Red Cross /Red Crescent movement.

[3] Development of the initial assessment tool will follow a rapid piloting approach in a limited number of contexts. Results of the piloting will be used to inform the development of the assessment tool, follow-on services, different partnerships models and opportunities for building sustainability, etc. The development of the Strategic Plan and Operational Model will therefore part of be an ongoing and iterative process based on the results of prototyping.

SUMMARY:

The Technical Lead will also be responsible for building on an existing network of industry experts to share and learn from globally accepted best and promising practice taking the lead to coordinate and connect learning opportunities across regions, departments and the wider Red Cross network.

RESPONSIBILITIES:

Global Tools:

  • Develop or contribute to the revision of tools, guidelines and associated methodologies for designing and implementing integrated resilience programs.

SUMMARY:

The Representative will further ARC’s strategic intent of increasing its reach and support to vulnerable populations supported through programs of Red Cross/ Red Crescent national societies in countries of the Middle East and North Africa (and Turkey). The primary responsibility will be to establish close relationships with National Societies and other Red Cross/ Red Crescent structures (IFRC and ICRC) in the region, while concurrently generating funding for programs through US government donors such as USAID and the Department of State. The Representative will be responsible for ensuring that managerial, administrative, and financial procedures comply with ARC and Red Cross/Red Crescent Movement (RC/RC) policies while providing technical/program support in the implementation of the programs. The Representative will develop and implement a long term strategy and operational plans for the Middle East/North Africa.

The Regional Representative will be based in Beirut, Lebanon with significant travel (up to 50%) to countries in the region. The position reports directly to the AMEE Regional Director (in Bangkok, Thailand) and maintains an integrated, collaborative relationship with the ARC’s Regional Office and HQ staff in Washington, D.C. AMEE Regional Director may assign additional specific program and/or management oversight responsibilities to the Regional Representative in the future as needs dictate. This is a full time position for a minimum of 366 days with the possibility of extension. This is an accompanied post.

RESPONSIBILITIES:

The Regional Representative will have responsibility for establishing programs in the region. S/he will be expected to generate funding for these programs by establishing close relationships with RC/RC Movement entities operating in the Middle East and by writing proposals to US government entities funding humanitarian and resilience activities. The representative will then be responsible for management and implementation of the programs. Specific responsibilities will include:

• Coordinating and cultivating relationships with relevant Movement partners (IFRC, ICRC, PNS, and host national societies) and external stakeholders on a regular basis to increase ARC’s support and programming in the Middle East.
• Tracking and identifying new business opportunities with US Government entities in the region by establishing close relationships with USAID and the US Department of State, identifying where funding opportunities overlap with American Red Cross expertise.
• Develop a Middle East/North Africa multi-year strategic plan, as well as yearly operational plans to achieve strategic goals.
• Designing and writing proposals for USG and other funding sources to address humanitarian crises in the region in collaboration with National Societies or other RC/RC partners.

BACKGROUND:

International Disaster Response (IDR) Reserves are disaster management professionals who have extensive experience in emergency operations management, coordination, or specific technical areas. In all cases the role of the IDR Reserves is to support the response and recovery activities of Red Cross and Red Crescent Movement disaster operations.

IDR Reserve employees are roster based on-call employees of the Red Cross and are paid only while working on disaster operations and on specific non-disaster assignments. They are expected to be available for disaster response deployments for a minimum of 4 weeks and no more than 6 months at a time, and must be available to either deploy internationally to areas of hardship immediately following a disaster, or provide remote support with minimum notification. IDR Reserves are reqired to successfully complete a medical clearance and background check process.

Travel is required on some IM/GIS IDR Reserve assignments.

RESPONSIBILITIES:

Reporting and Systems Development (Information Management Specific): Establishes and maintains an ongoing information system / database on the emergency; Develops and maintains relationships with other information points and key stakeholders to facilitate information exchange; Establishes rapid and effective reporting networks, develops electronic communication systems, facilitates internal communication systems, Prepares or supports preparation of situation reports and assists in preparation of communication documents, briefing papers, maps and final reporting; specifically responsible for IM products such as visual representation of information used in reporting and communication activities; Support Movement coordination with inter-agency coordination efforts across sectors.

Qualifications:

  1. Bachelor’s degree in relevant field is required; Master’s preferred.
  2. Minimum 5 years experience working with humanitarian organizations, through an appropriate combination of technical support, headquarters roles, and international emergency field work.
  3. Strong familiarity and/or direct experience in working with RC/RC National Society or other volunteer organizations.
  4. Excellent analytical skills, including the ability to synthesize, process and prioritize large amounts of information quickly.
  5. Strong understanding of data collection and management as well as significant computer literacy with moderate to advanced skills in MS Excel.

Haiti: External Contractors / Final Evaluation of ARC Portfolio of Cholera Response Projects

Background

Nine months after the 2010 earthquake in Haiti, the country was confronted with a major cholera epidemic which affected people from several regions. In the aftermath of the outbreak, efforts deployed by various International organizations, NGO’s, ministries and governmental agencies to provide support to the affected community, largely contributed to decrease the disease’s incidence rate in 2013. To date the Ministry of Public Health and Population (MSPP) has recorded 736,376 suspected cholera cases, and d 8,768 cholera related deaths between from October 2010 through to 28 March 2015.

Providing community with safe water and sanitation services, adoption of good hygiene practices are key in fighting against cholera peaks specifically in the west department, Cap Haitian in the North - a zone of persistence - and the North-East, area of the Haitian-Dominican border.

As an effort to contribute to the IFRC and Haitian government’s 10 years strategic plan to eradicate Cholera in the country, the American Red Cross has adopted a partnership strategy, where grants have been awarded to five organizations: Oxfam, NRC, SRC, FRC and HRC to implement cholera projects in the West, North and North-East. Each of these partners pursued different project’s objectives and concentrated their efforts into different types of activities linked to diminish the cholera spikes in Haiti.

Objective of the evaluation

Following are the key objectives of the evaluation.

  1. Assess and describe the impacts, effectiveness, and outcomes of ARC’s Cholera Response Program implemented through partnerships in the targeted communities from the West and the North departments of Haiti with the aim to reduce the cholera outbreak.
  2. Assess and describe how the Program portfolio overall is contributing to the Government’s objective to eradicate cholera from the Country.
  3. Draw lessons learned and provide recommendations which can be relevant for the Government of Haiti as well as for ARC to implement similar program in the future

The evaluation will focus at Program level evaluation, focusing much on gathering overall effectiveness and impacts of the collective works of all the Partners working in the cholera response program. Thus, it will not concentrate in the evaluation of individual partner’s project and their objectives. However, to provide evidence based analysis and recommendations, the findings will refer to the work, area and the partner from the where the data are taken.

Required qualifications

American Red Cross Haiti’s Delegation is seeking one lead evaluator (National or International) and one local assistant (National Only).

The following are the desired qualifications of the ****Lead Evaluator****:

  1. Strong analytical thinker and skilled writer in English
  2. Master or PhD degree in public health or relevant field from recognized university

Summary:

The M&E Advisor provides technical assistance in monitoring and evaluation and learning for American Red Cross International Services programs, in particular the International Response Operations Center. S/he reports to the Quality and Learning Director and works within the Quality and Learning Unit. The M&E Advisor provides technical support to program quality and consistency including: program design, rapid emergency assessment methodology, monitoring and monitoring planning, reporting, and evaluations for response. The M&E Advisor also stays abreast of current developments in evidence-based response in the humanitarian field.

Responsibilities:

Support monitoring and evaluation activities in close collaboration with the International Response Operations Center, and with the Regions, Haiti Assistance Program, and other units within International Services.

Develop quality monitoring and evaluation systems for response and longer term programs considering assessment, design, development, donor requirements, resources and capacities, and current best practices in the humanitarian sector.

Develop project-specific monitoring tools in collaboration with International Response Operations Center, program managers and the region based Quality and Learning Delegates.

Support or directly develop, depending on need, the design and implementation of baseline, mid-term and end of project evaluations, surveys and other components of the programs’ M&E system.

Provide M & E technical advisement to programs, projects and larger portfolio.

Lead and support the International Response Operations Center in learning activities and incorporating lessons learned from industry and Red Cross experiences.

Design and lead After Action Reviews for, and disseminate the learnings from, American Red Cross international disaster responses.

Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.

Provide technical support for the integration of all of International Services technical sectors; disaster risk reduction, climate risk reduction, health, shelter, and water and sanitation, as well as cross cutting areas such as livelihoods, gender, age and environment.

Directly contribute to the development and implementation of M&E tools and systems to improve American Red Cross and Red Cross/Red Crescent Movement ability to collect, interpret and aggregate data that demonstrate impact and program accountability.

Build upon industry and Red Cross experiences to improve consistency, quality and practicality of monitoring and evaluation and learning strategies; promote dissemination and use of lessons learned within international partner organizations.

Collaborate with Regional Quality & Learning Delegates and Program Officers to assure M&E components are of high quality and improve processes and practices in data analysis.

Provide training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.

Collect lessons learned from programs to inform International Response and Programs Results Framework and Program Frameworks for future program design and implementation.

Support selection and management of M&E consultants and their outcome reports.

Provide quality and timely submission of all required project reports.

Provide support, when requested, for international response to disasters.

Qualifications:

Bachelor’s Degree in International Development or related discipline with expertise in research methods required; Master’s Degree preferred. A minimum of 5 years experience in international humanitarian organization monitoring and evaluation and recovery programming required. A thorough understanding of the state of evidence-based response and current best practices in the humanitarian sector. Expertise in quantitative and qualitative research and evaluation methods, including sampling and surveys is required. A minimum of 2 years experience in international field-level project implementation, higher level program quality assurance and supervisory role preferred. Prior experience leading M&E portion of successful donor proposals preferred. Recent experience in statistical and database software (e.g. Stata, SPSS, access, Atlas Ti, etc) preferred. Excellent English verbal and written communication skills required. Language competencies a plus.

SUMMARY:

The Monitoring and Evaluation Lead (M&E) is responsible for the technical leadership for the monitoring and evaluation of American Red Cross International programs. · Leading the M&E team to develop and roll out innovative global quantitative and qualitative methods and tools across regional programs.

· Coach and mentor ISD M&E staff, including supervising the national HQ M&E team.

· Represent ARC M&E interests and collaborate with counterparts within the Red Cross/Red Crescent movement.

· Represent ARC with counterparts at international, government, non-government agencies to engage in shared learning dialogues.

SUMMARY:

The Technical Lead position plays a fundamental role in the Quality and Learning unit, in coordinating and providing technical support to program staff that ensures programmatic frameworks, conceptual models, and global tools are applied consistently across the department’s programs. The Technical Lead is the primary point of engagement for project design and technical proposal development, promoting program rigor, quality and competitiveness. In this role, a primary function of this position is to assist and build the capacity of program personnel to theoretically understand, design and implement resilience programming.

As part of a wider ISD team of other technical and multidisciplinary advisors, the Technical Lead will contribute to the development of global methodologies, approaches and tools. In this role, the Technical Lead will provide leadership, guidance, and training in their designated thematic area of expertise, Livelihoods. They will be expected to translate the global tools into field specific contexts for practical application. The Technical Lead will also be responsible for building on an existing network of industry experts to share and learn from globally accepted best and promising practice taking the lead to coordinate and connect learning opportunities across regions, departments and the wider Red Cross network.

RESPONSIBILITIES:

Global Tools:

  • Develop or contribute to the revision of tools, guidelines and associated methodologies for designing and implementing integrated resilience programs.
  • Design and facilitate relevant capacity building measures (e.g., training, mentoring, etc.) for key partners, particularly support build the capacity of partner national societies in resilience, contributing to their organizational development as leading national humanitarian organizations.
  • Identify opportunities to introduce innovative and appropriate approaches and/or technologies to support resilience in Red Cross programming focused on reaching scale and sustaining local interventions.

Project & Proposal Design:

  • Lead, coordinate and provide technical support on resilience to American Red Cross programs throughout the project cycle stages (identification, assessment, analysis, design, planning, implementation, monitoring & evaluation) to ensure program quality, effectiveness and sustainability.
  • Lead on project design and technical proposal development, particularly to support field operations to ensure program rigor, quality and competitiveness.
  • Lead on subject matter expertise in a key humanitarian/resilience sector (i.e. WASH, Livelihoods, Health, Shelter/Settlements).
  • Lead, coordinate and provide high quality technical and advisory support to field operations throughout the project management cycle (design, start-up, implementation and close-out); Support monitoring and evaluation, particularly assisting in building an evidence base and measuring the effectiveness and impact of resilience programming.

  • Deep experience in project design and proposal writing.
  • Experience conducting and/or supervising needs assessments, data analysis, and program reviews required.
  • Experience providing technical support with capacity building, mentoring, and cross-unit collaboration.
  • Excellent writing skills and experience designing and developing programmatic strategies, guidance and approaches/tools.
  • Experience developing public funding proposals, particularly designing and implementing USAID and USAID/OFDA projects.
  • Experience building organizational partnerships and organizational capacity and supporting community coalitions, particularly with local government, NGOs/CBOs, as well as the ability to influence decision makers.
  • Ability to travel frequently, sometimes at short notice (25-45% travel)
